The head of the Central Election Commission Vladimir Churov proposed to cancel the so -called day of silence - 24 hours before the election, when any agitation is prohibited. "The Day of Silence" has become irrelevant due to the development of the Internet and modern communications, the head of the CEC is sure, the RCB reports.
According to Churov, it is impossible to prevent agitation on the Internet. At the same time, he is sure that the lack of "day of silence" will not interfere with free will. If agitation is carried out in a civilized way, then this does not bother anyone. In Germany, for example, there is no "day of silence", the head of the CEC said.
At the same time, the commission claims the absence of any specific proposals for the abolition of the "Day of Silence". “So far, there are all any formulated specific proposals. This is at the discretion of legislators. From the point of view of technology, it will be easy to make changes to the legislation,” the CEC of Russia quotes Maya Grishina, who oversees the issues of electoral legislation, Echo of Moscow .
Regarding the abolition of the "day of silence" in the parties, opinions dispersed
LDPR leader Vladimir Zhirinovsky immediately hastened to support Churov. “The day of silence is necessarily canceled. Let people talk around the clock. No one should limit anyone. Those who have already chosen, they do not need this day of silence, and who did not choose, on the contrary, they must suggest. People should understand - tomorrow,” he wrote on hisTwitter .
However, in the leadership of the LDPR there is still no single position regarding the possible abolition of "day of silence." Earlier, a member of the Supreme Council of the LDPR, deputy Alexei Didenko said that the faction would not support this proposal. “After 1.5 months of campaign propaganda,“ The Day of Silence ”was the day of preparation for serious voting control. This day was seized from the campaign phase, but the headquarters were actively prepared for the next day. The abolition of“ Day of Silence ”would mean distraction from preparation for control, then all rallies, etc., there will be no time to prepare for this day,” - - - - - - - - - Senko quotes "Interfax" .
The representative of United Russia Vladimir Pligin was brief in his commentary: he believes that the issue of canceling the "Day of Silence" deserves evaluation and discussion.
In turn, the Communist Party representative Ivan Melnikov noted that the faction may support this initiative.
But the deputy head of the Fair Russia faction in the State Duma Mikhail Emelyanov, considers the abolition of the "Day of Silence" is not needed. "Day of silence" is a global practice. The voter should have time to weigh offers, election programs, ”said Emelyanov. He added that the party will not support the abolition of the" Day of Silence.
Recently, they are increasingly discussing the possibility of returning the column "against all", canceled in Russia in 2006. The question of the return of the count was raised by the speaker of the Federation Council Valentina Matvienko on September 25. Exactly three weeks later, on October 16, the bill developed by senators entered the State Duma.
In the case of the adoption of the new law, the Count "Against All" will be introduced in ballots in the elections of the municipal, regional level and in parliamentary elections. But on the presidentials to vote against everyone will not work. "The president is the guarantor of the Constitution of the Russian Federation, he is endowed with other significant powers, without which the state, the country will be simply incompetent," Matvienko explained.
