
Russian President Vladimir Putin proposed to establish an annual moratorium on property and personnel decisions at the Russian Academy of Sciences.
Putin said this today, October 31, at a meeting with the President of the Russian Academy of Sciences Vladimir Fortov and the head of the Federal Agency for Scientific Organizations Mikhail Kotyukov, RIA Novosti reports.
“It would be correct that the newly educated agencies and the Presidium of the Russian Academy of Sciences jointly proceed from a certain moratorium on the use of property and when solving the personnel issue, so that during the year the agency itself could understand with the help of the presidium, which should somehow use, perhaps, for a different purpose, so that during the year decisions were not made that could lead to irreparable losses,” Putin said.
According to him, we are talking about the property of institutes, including the Academy of Agricultural School (Rasty) and the Medical Academy (RAMS). “You will need to finish the formation of a common large structure,” Putin explained.
He also noted that the staff should be treated carefully. “I hope that in the framework of the Council on Science, we will most carefully relate to personnel, technical personnel. Nothing should be lost here in the near future during the reorganization, and then together the Academy and the government, represented by the agency created, will decide what to do with property, how to use it for the development of science, ”Putin added.
He believes that if the parties come to the conclusion that they do not need some property, then the funds that are proceeds should be used “for the benefit of the development of science”.
