In 2012, Shishkin served as deputy general director of the state non -profit organization "Fund for the Promotion of Housing Construction Development". "Possessing information on transactions and competitions carried out by this company and the distribution of state real estate, he promised to assist for 30 million rubles in the coordination of project documentation to increase the development area of ​​the Vostochny residential complex in the city of Istra of the Moscow Region. Schishkin later received these funds in the form of a bank loan. However, the developer subsequently paid on the loan.

On July 30, the police conducted searches in the Russian RZHS and Gosstroy Foundation . The criminal case against Shishkin was opened in part 4 of Article 159 of the Criminal Code (fraud on an especially large amount). It was based on verification materials conducted by employees of the Main Directorate of Economic Security and Combating Corruption of the Ministry of Internal Affairs.

"Over the past few months, the Security Service of the RZHS Foundation carried out close cooperation with the Ministry of Internal Affairs of Russia in connection with the activities of the former employee of the RZHS Foundation. All documentation requested by law enforcement agencies was granted to these bodies as soon as possible, all explanations were given," the representative of the fund’s press service said.

On June 30, the head of the Ministry of Regional Development Igor Slyunyev made Shishkin a warning about the improper performance of official duties, the ministry was reported.
