Rosatom proposes to invest up to 80 billion rubles from the National Welfare Fund in the development of Finnish nuclear energy. It is reported by Kommersant. The initiative sounded on Wednesday at a meeting with President Vladimir Putin, dedicated to the consumption of FNB funds.

It is proposed to allocate the state corporations by the Rusat Oversiz - the structure of Rosatom - if it concludes a contract for the construction of Khanhikivi -1 nuclear power plant. Now this company is the main contender for the signing of the contract. According to the plan of Rosatom, the money will go to the purchase of a 34 percent share in Fennovoima, which acts as a construction customer. The cost of a share is estimated at 75-80 billion rubles.

First Deputy Prime Minister Igor Shuvalov perceived the proposal ambiguously. He admitted that the foreign projects of Rosatom - "these are special projects, since they create a lot of added cost and loading for domestic capacities." At the same time, the official agreed, "these are projects for the construction of capacities abroad, so here you need to think additionally."

Rosatom, building abroad of nuclear power plants using domestic technologies, places a significant number of orders at Russian enterprises. In a number of contracts - for example, with China and the Czech Republic - the share of orders is especially specified, which must be transferred to local contractors. However, the contract with the Finnish company does not provide for such conditions.

The return of investments invested in Fennovoima is expected by the sale of the Rosatoma of the electricity due to it on the wholesale energy market Nordpool. It is known, however, that the prices in this market are extremely unstable.

While the project remains in question. On Wednesday, Putin limited the consumption of FNB funds 40 percent. Thus, the total cost of projects financed from this fund will be a maximum of about 170 billion rubles. Meanwhile, the total cost of projects, the money for which was proposed to be taken at the Federal Tax Service, exceeds 1.5 trillion rubles.
