Law enforcement officers were detained by the mayor of Astrakhan Mikhail Stolyarov, RIA Novosti reports with reference to the representative of the press center of the Ministry of Internal Affairs. "The mayor of Astrakhan was detained based on the case of a case, the investigation of which is engaged in the Investigative Committee," the agency’s interlocutor said.

Stolyarov was detained when receiving a bribe of 10 million rubles, the press service of the TFR reports . According to investigators, Stolyarov demanded this money, as well as 25 percent of the share in the authorized capital of the enterprise from the entrepreneur for the allocation of the site for the construction of an administrative building

"The entrepreneur announced these requirements to law enforcement agencies, which were controlled by all further measures. Today, the main department of economic security of the Ministry of Internal Affairs of Russia was detained in one of the restaurants of the city of Astrakhan," the report said.

Earlier it was reported that the size of the bribe was 200 million rubles, but this information was not confirmed. The city hall also refuted the reports about the detention of the head of the Kirovsky district of the city of Shirvani Autarkhanov.

The member of the United Russia party has been headed by Astrakhan since the beginning of 2012. Prior to that, he acted as the mayor, and from 2009 to 2011 he worked as vice-mayor of Astrakhan.

In the 2012 elections, Stolyarov won Socialist -Revolutionaries Oleg Shenin. He announced numerous falsifications and, together with his supporters, began a hunger strike. As a result, the CEC agreed to the requirements of Shein and provided him with videos from polling stations. Shein displaced the results of the elections in court, but the court recognized the elections as legal.

After the reports of the detention of Stolyarov, Shein said that in the event of early elections of the mayor of Astrakhan, he will apply for a post, RIA Novosti reports. According to Shein, the detention was "an absolutely expected and logical step."

On October 26 , the court arrested the mayor of the city of Rybinsk, Yaroslavl region, Yuri Lastochkin. He is suspected of receiving a bribe associated with extortion on an especially large scale (part 6 of Article 290 of the Criminal Code). His assistant Gennady Telegin, suspected of mediation (part 4 of article 291.1 of the Criminal Code) concluded a deal with the investigation and gives evidence.

On October 24, the press service of the Ministry of Internal Affairs reported the identified facts of the illegal activity of Lastochkin. The operational way found that the mayor demanded that the director of one of the MUPs of 2 million rubles to maintain a leading position in this enterprise. Police officers documented three stages of transferring money to Telegin. He was detained when receiving the final tranche in the amount of one million rubles.

On the same day, the press service of the Investigative Committee announced searches in the building of the city administration, as well as in the Unitary Enterprise "Vodokanal of the city of Rybinsk" as part of an investigation of the criminal case of abuse of powers against Lastochkin.

According to the investigation, in 2009, Lastochkin, as the head of the company NPO Saturn, agreed to sell the company Stroyenzhinering CJSC a complex of water treatment facilities at a price of 4.8 million rubles. He determined such a price on his own, despite the fact that the market value of structures amounted to more than 121 million rubles.

"In the future, in April 2011, as the mayor of the city of Rybinsk, Lastochkin agreed on the purchase of this property for the needs of the city water utility at real market value. At the same time, the seller was made by Water Supply LLC - the organization affiliated with CJSC Stroyenzhinering. Thus, NPO OJSC Saturn was caused by the amount of more than 116 million rubles, ”the report said.

The press service of the Investigative Committee of the Criminal Code (abuse of powers) reported on the initiation of a criminal case against Lastochkin under part 1 of the Criminal Code (abuse of authority).

Lastochkin was first elected mayor of Rybinsk in 2009. In the elections on September 8, 2013, Lastochkin, nominated by the local branch of the United Russia party gained 81.5 percent of the vote and took the mayor for the second time in a row.
