We gradually become part of the civilized world, accepting its rules and manners. This is a natural, somewhat sad, but irreversible process. It is amazing that the opposite happens with the authorities. She is rapidly degrading, turning into an aggressive gopnik, attacking everything alien and incomprehensible.
