Uneneros Lysakov sued Transparency International

The State Duma deputy from United Russia Vyacheslav Lysakov filed a lawsuit in the Tagansky district court to protect honor and dignity to the Russian branch of Transparency International. This was reported on the NGO website. The first meeting in the case will be held on Tuesday, November 19; Start at 15:00.

Lysakov demands to refute information about his income, given in the July report of the organization "Questions to Deputies - 2013" . The information specified in this report was taken from the database of the Decorator project, which Transparency International leads together with the Civil Initiatives Committee Alexei Kudrin and the Slon.ru portal. The correspondence in the case are the newspaper Vedomosti and the Forbes magazine, which have published the information of the report.

United Russia also insists that Transparency International, Vedomosti and Forbes in equal shares compensate him for moral damage. Lysakov estimates the amount of damage at 9.112 million rubles. It was this amount that was indicated in the report as an alleged total value of the property acquired by the deputy.

The report analyzed the growth of property of deputies of the State Duma and their family members in 2012 compared to 2011. Lysakov was included in the list of deputies whose expenses may be higher than family income in three years. The certificate indicated that in 2012, Uneneros purchased a Toyota Crown Majesta car with an assessment value of 2.885-3.244 million rubles, and his wife - an apartment with an area of ​​36.7 square meters, the cost of which is estimated at about 5.869 million rubles. At the same time, the total family income in three years amounted to only about 4.153 million rubles.

Meanwhile, Lysakov in the lawsuit notes that his car was released in 1995 and its market value is only about 200 thousand rubles. He also states that his wife bought an apartment back in 2007, before marriage, and paid 3.372 million rubles for her. According to the deputy, this is confirmed by the technical passport of the car and the contract of sale of the apartment.

Elena Panfilova, director of the Russian Center for Transparency International, noticed in connection with the upcoming trial: “It is good that in the court claim Vyacheslav Lysakov opens up information to our center and society as a whole that allow you to clarify the value of property.” She added that in the report “Questions to deputies - 2013” ​​there are no accusations against the unicorn - it only indicates a possible inconsistency of the expenses of the deputy to his income and it is proposed to explain this discrepancy.

At the same time, Transparency International notes that the information included in the study is taken from the officially published declarations. In addition, Lysakov did not appeal to the organization with a request to refute the information of the report. The organization recommends the claims put forward by a unicorn to the developers of the declaration of income and property of public officials. This system, notes at NPOs, provides no information to control the income and expenses of deputies and officials. In particular, now it does not indicate the year of production of the purchased car, as well as the date of purchase of property and its value.
