Last time, the party’s branches decided to create only in the regions from where the delegates were, but this led to problems when trying to register a department in that region, whose representatives were not at the congress. This time they decided to create regional branches in all 83 constituent entities of the Federation.

Tired of the third constituent congress was taken to the one to which there were no complaints from the Ministry of Justice, and the party’s program was brought.

Vladimir Ashurkov said that the program became more than doubled: in its preparation, economist Sergei Guriev and a journalist of Vedomosti Oleg Salmanov helped. They also attracted transport and police specialists.

The main ideas remained the same: the strengthening of the parliamentary republic, the elimination of barriers in political life, the reform of the law enforcement and judicial system using public control bodies, the abolition of excess state regulation and gradual privatization, deofshorization of the economy, the preservation of the model of the social state with free education and healthcare, and the elimination of the skew in the financing of the Caucasian republics and the Caucasus and the Caucasus. The main intrigue of the congress was that this time the Popular Alliance party, in addition to the Central Council, had to appear as a chairman. This proposal was supported by everyone except two people. One of the three activists who voted against, a member of the party’s department in Nizhny Novgorod, Pyotr Kostyuk told The New Times that he simply expressed his position: “I believe that for the party that advocates the parliamentary republic and collegial opinion, the advancement of the chairman is the dissonance. But I was in the minority, the decision was made, so I will support one of the candidates. ”

After approving in the party, the post of chairman Leonid Volkov explained that it is now the time has come to "indicate the desire to nominate for this post."

At the final stage of the congress, two central party bodies were chosen: the Central Council, which now consists of 10 members, and an audit commission of three people.

Now the word for the Ministry of Justice, who for the third time will consider the issue of registration of the "folk alliance".
