The victory of the “power wing”: the Moscow PMC was headed by Anton Tsvetkov

On November 18, on the expiration of the term of powers of the second convocation of the public observation commission engaged in monitoring the provision of human rights in places of forced detention and assistance to persons in places of forced detention (PMC) in Moscow, the first meeting of the PMC of the new convocation was held, which should decide on the regulations and choose the chairman.

Scandals accompanied the stage of the formation of the new PMC. As a result of the selection by the Council of the Public Chamber, out of 40 members of the PMC, 17 people represent the human rights community (first of all, these are the members of the PMC of past convocations who actively visited the pre -trial detention center, special receivers and the Moscow ATS recently), the rest - the so -called “power wing” - in particular, the representatives of the organization “Officers of Russia” led by its chairman Anton Tsvetkov and other other organizations protecting the interests of military personnel - and sympathetic. Tsvetkov, who was part of the previous composition of the PMC and tried to become its chairman even then (as the former PMC chairman Valery Borschev now recalls , he led to him, inviting him to his car), accused representatives of the human rights wing of visiting only political prisoners and take money for transferring from a pre -trial detention center to the hospital.

The scandal was also preceded directly on November 18: Tsvetkov on Twitter stated that an agreement was already reached that the meeting would be held in the building of the Public Chamber, and then the address of the office of the human rights of Vladimir Lukin was sent, and accused his colleagues of provocation. At first, Tsvetkov refused to nominate the chairmen and proposed the candidacy of the chairman of the Committee “For Civil Rights” by Andrei Babushkin, but he refused, saying that Borschev should remain the chairman. Tsvetkov then put up the candidacy of his comrade in the “officers of Russia”, a member of the Public Chamber Dmitry Galochkin, but thought over the past weekend and decided to run for himself. Representatives of the human rights wing stood behind Borshchev, whom the new members of the PMC and representatives of the Gulagu.net website accused that he worked inefficiently, did not provide the public for reports of his activities (head of gulagu.net Vladimir Osechkin, who supported Tsvetkov, even sent letters to the head of the Main Directorate of the Ministry of Internal Affairs in Moscow with questions about the activities of the PMC Second convocation).

As the OVD-Info said Andrei Babushkin, from the very beginning of the meeting there was a problem with the press: “We said that at first we need to make a decision on the admission of the press, but Galochkin as a member of the Public Chamber, using his status, held the press directly into the hall.” Representatives of the “power wing”, according to Babushkin, interfered with the Commissioner for Human Rights in Moscow to Alexander Music. Then the newly-made member of the PMC, the former member of the LDPR, the leader of the Pyvel Pyatnitsky International Youth Community, known for scandalous behavior , began to insult the music and Lukin on Twitter (then, however, he wrote that he was mistaken in their regard: they say, “they also advocate public control”). There was a discussion of the regulations for a very long time, as a result, the regulations of the past convocation were adopted, although he, according to Babushkin, was morally outdated. A working group was created to bring the regulations to mind, Babushkin was elected chairman. The atmosphere was heated when it came to discuss the post of chairman. (“Everyone shouts,” one of the most active members of the PMC, Anna Karetnikova, described in Twitter the situation in Twitter.) Pyatnitsky and a member of the Russian Officers Presidium, the head of the commission with veterans and pensioners of the Central Council of supporters of “United Russia” Vyacheslav Kalinin threatened opponents with disassembly. Babushkin proposed a compromise option - so that there were two co -chair in the PMC. However, Tsvetkov and his supporters did not agree to this. Babushkin was again invited to take part in the elections, he again refused Borshchev in favor of Borshchev. When it was decided that the chairman would be elected by open, and not a secret vote, 12 of the 17 supporters of Borshchev, according to Babushkin, "were forced to leave - we became clear to us." Tsvetkov was elected by most votes (he himself voted for a formal alternative candidate, Elena Abdullaev, blogger Gulagu.net).

Since the Rules of the PMC was not changed, there was no thing that the opponents of Tsvetkov were most afraid of - the commission members did not lose the opportunity to visit the place of enforcement without the consent of the chairman. So for now, according to Grandmother, the election of Tsvetkov will not threaten the work of the commission’s members of the commission. However, according to him, "the status of our leaders will decrease, they will not be invited to meetings of the FSIN board, to summarize the results of the work, all this will be led by flowers." Meanwhile, as he wrote on Twitter, elected by the deputy chairman Pyatnitsky, “Lukin said that he would dismiss the PMC of Moscow, using his powers if the results of the chairman would not suit him.”
