A separate chapter on the prosecutor's office should appear in the Constitution - amendments describing the new status of prosecutors, the CPRF faction prepared for the presidential draft of amendments to the Constitution. Today the document should be considered by the constitutional committee, there were four days to collect amendments, at the request of the chairman of the committee Vladimir Pligin they were accepted only with the signatures of 90 deputies.

The Communists' amendments are supported by law enforcement agencies - the proposals were sent to them in advance, and a positive response was received, said Vadim Solovyov, head of the legal service of the Communist Party of the Russian Federation. A representative of the Prosecutor General's Office did not answer calls.

The initiatives will strengthen the integrity of the prosecutor's office, confirm its centralization and raise its status, and ensure independence from local authorities, Solovyov believes. Currently, regional prosecutors are appointed by the Prosecutor General in agreement with regional authorities; President Putin wants to appoint them himself - after agreeing on candidates with the executive authorities of the regions, governors, i.e. those whom prosecutors must control.

The SRs proposed to completely abandon the approval of regional prosecutor candidates - according to deputy Elena Mizulina, this makes candidates appeal to local elites. The former chairman of the Constitutional Court, Marat Baglai, also spoke about the increased dependence of prosecutors on local authorities in the event of the adoption of presidential amendments.

Currently, the article on the prosecutor's office in the Constitution is located in the chapter on the judicial system, although the prosecutor's office is not part of it - this was pointed out by representatives of the Duma opposition during the first reading of the bill.

The right of legislative initiative belonged to the Prosecutor General of the USSR; when the 1993 Constitution was written, this right was taken away from him, Solovyov recalled.

In the USSR, the prosecutor's office raised issues related to criminal and procedural legislation and helped improve it; now the Prosecutor General's Office has its own research institute, which will allow it to fully participate in legislative activity, Solovyov hopes.

Two members of the State Duma Constitutional Committee refused to talk about amendments to the presidential draft, while another said that the discussion of amendments concerning the prosecutor's office is ongoing.

Earlier, the Socialist Revolutionaries, with the support of the Liberal Democratic Party of Russia and the Communists, also proposed an amendment to the presidential draft by deputy Alexander Ageyev on the parity representation of judges of the arbitration system and general jurisdiction in the panel that will determine the composition of the new unified Supreme Court - the president's draft does not guarantee this, the deputy believed. The initiative was supported by the Supreme Arbitration Court, but it will not be adopted, a person in the apparatus of the constitutional committee knows.

The president has submitted a well-developed initiative, so a discussion is, of course, possible, and the presidential administration is listening to the opposition, some of its legislative initiatives are being adopted, but it is unlikely that this will affect the provisions that were written by the president, says a person close to the leadership of the State Duma.

The attitude towards the systemic opposition has changed, it is allowed more independence, and its initiatives have a better chance of being adopted, says a person close to the presidential administration. Joint initiatives of representatives of different factions and decisions made by consensus are especially welcome. Many laws restricting the public sphere and amendments to the most controversial bill - on reform of the Academy of Sciences - were adopted in this way in 2012-2013, a Kremlin official said earlier.

The leader of the Communist Party of the Russian Federation Gennady Zyuganov announced a bill under which calls for the dismemberment of the country will be punishable by prison.
