ONF will create a rating of uneconomical regions

Co-chairman of the Central Headquarters of the Popular Front for Russia (ONF) movement, Alexander Brechalov, who oversees the ONF anti-corruption project, proposed compiling an anti-rating of governors who are prone to excessive spending of budget funds. The “wastefulness index” will be based on data on dubious government purchases that regional officials indulge in.

The “wastefulness index” of the regions will be based on the relationship between the real incomes of the subjects, the socio-economic situation in the region and the procurement policy pursued by the governors,” says the ONF website . For three months, data on violations in the field of public procurement has been collected and published on its website by the ONF open Internet project “For Fair Procurement.” The search is conducted by a special procurement search system published on the website www.zakupki.gov.ru . The first release of the index should be released before the end of this year.

The Honest Purchases website does not contain information about whether administrative or criminal cases were initiated as a result of the publications. This is a task for the “competent authorities,” and the project pursues, first of all, “ethical” goals, notes Alexander Brechalov. According to him, some governors allow themselves to spend 600 million rubles. to improve the image or purchase expensive cars worth over 17 million rubles. (as the administration of the Sakhalin region did) and at the same time have salary debts to doctors and teachers. The authors of the project plan to inform Vladimir Putin, who is the chairman of the ONF, about the results of their work.

The rating will be compiled by an expert council, which will include lawyers from the ONF, as well as organizations collaborating with Honest Purchases - first of all, the public organization Safe Fatherland, founded in 2011. The composition of the council is still unknown, but they plan to publish it in the near future.

Lyubov Sobol, a lawyer at the Anti-Corruption Foundation, believes that the “wastefulness index” is just an informational occasion. “Mr. Brechalov often makes loud statements. The index is a subjective arbitrary assessment that cannot be submitted to either Rosfinnadzor or the Accounts Chamber and which has no legal consequences,” says Ms. Sobol. She recalls that the Anti-Corruption Foundation proposed to legally limit the cost of cars purchased by officials to 1 million rubles.

The ONF intends to control the expenditure of money allocated for the purchase of souvenirs for civil servants before the New Year, representatives of the organization said in November.
