
The federal target program approved last summer, aimed at implementing measures to "strengthen the Russian nation" , stalled in the field. The regional authorities, as it turned out, are in no hurry with the development of specific proposals for the implementation of the FCP. Because of this, the government transfers the deadline for the completion of applications for subsidies for these programs from October to December, Kommersant writes.
A notification appeared on the government’s website that changes are being prepared in the government’s decree on the approval of the program “Strengthening the unity of the Russian nation and the ethnocultural development of the peoples of Russia for 2014-2020”. By this resolution, as the head of the press service of the Ministry of Regional Development Yevgeny Savin explained to Kommersant, the deadline for submitting to the Ministry of Applications (regional programs for the implementation of the strategy) will be changed - from October 10 to December 20, 2014.
By October 10, when the previously indicated deadline for admission, the program, according to the interlocutor of the publication, sent only 35 constituent entities of the Russian Federation. And to date, as a source in the government apparatus told Kommersant, about 46 programs have received the Ministry of Regional Development, but only six of them meet the ministry’s requirements. The interlocutor of the newspaper refused to call these regions.
Meanwhile, according to the plan, only in 2014 562 million rubles are allocated from the budget for the sale of FCP. Moreover, about 400 million should go to finance regional programs: 240 million rubles - to support programs to strengthen the unity of the nation, 155 million rubles for measures for the ethnocultural development of peoples.
Recall, to form and strengthen the "all -Russian civil identity" and "civilian patriotism" the government offers the authorities of all levels together with civil society (including NPOs), a system of education, as well as the media - through the Internet, social advertising and conducting mass events.
Festivals, folklore holidays, as well as state support for national languages, houses of friendship and ethnocultural centers in the regions are called to promote the "ethnocultural development of peoples." As a result, the share of citizens who positively assess the state of interethnic relations should amount to 65%, and the level of tolerant attitude to representatives of a different nationality should grow to 85%, hoped in the government.
