Gonchar Nikolai Nikolaevich was born on October 18, 1946 in Murmansk. Graduated from the Moscow Power Engineering Institute with a degree in radio engineering (1972), postgraduate studies at the Moscow Institute of Management (1979).

Since 1972, he worked in the structures of the Moscow city committee of the Komsomol. Since 1976 - head of the department of the Research Institute for the Integrated Development of the National Economy of Moscow.
