Public resonance was given to the problem of melting cats by the case of Natalia Shalanda . In February 2013, the Tushino court of Moscow decided to recover 16.3 thousand rubles from the Shalland family in favor of the Mitino-26 HOA for the basement ventilation grill broken in July 2012. Shallanda broke the grate to get a cat locked in the basement. Previously, she turned to the DEZ, ATS and the district council for help, as well as to the chairman of the housing cooperative Alexander Solodchenko, but everywhere she was refused. And the same chairman later filed a lawsuit against her, accusing him of “hooligan motives” of actions.

As it turned out, similar cases occur throughout Moscow and far beyond its borders. Member of the Expert Council of the Environmental Commission of the Moscow City Duma Ilya Bluvstein and the representative of the Moscow Animal Protection Society Kirill Goryachev said on Thursday that several letters from residents with complaints that they were dying of cats were dying in the basements of their houses, and the HOA officers and the council do not want to deal with this.

For rat rats - not an obstacle

In accordance with the Decree of the Gosstroy of the Russian Federation in 2003, the premises of the cellars of residential buildings should be protected from the penetration of rodents, cats and dogs. In this regard, the poor and any holes leading from the street to the basement must be closed. In theory, you need to close the holes with a net, and you also need to first check if there are animals in the basement. In fact, the breaths are brewed with iron ventilation grilles or iron sheets, and sometimes they are simply laid with bricks and, of course, do not worry if there is anyone inside.

“There is an order of the Moscow Housing and Public Utilities Department, according to which at least one purl to the basement should remain open if there is information that cats live there, but the HOA employees still refer to the Gosstroevsky demands. As a result, the cats closed in the basement without food and water begin to slowly and painfully die,” says Daria Khmelnitskaya, director of the Virtytskaya Virta.

Biologist and lawyer Georgy Skvortsov claims that he agreed on the amendment to the requirements of Gosstroy: “I worked on the amendment, I managed to prove to them that the main carriers of rabies are rats, but just for the rats of neither the lattice nor the grid, only cats suffer from them. They agreed with me, but already at the stage of approval of the SES document (sanitary and epidemiological Service) categorically refused to sign it. ”

Daria Khmelnitskaya also pays attention to an increase in the number of rats in connection with the actual extermination of cats. So, annually only in Moscow more than 200 bites of a person’s bit are fixed in Moscow. "In Moscow, 11 municipal shelters for homeless animals are functioning, and only three of them have avliers for cats. And this problem also needs to be solved," Khmelnitskaya is sure.
