According to investigators, Mikhailik received the bribe for a promise to organize an unscheduled inspection of FSUE Sport-Engineering. The customer was a certain Yuri Rebrov, acting in the interests of LLC Laardi. FSUE allegedly refused to include the company in the number of contractors for the preparation of the 2018 World Cup. Offended entrepreneurs, eager for revenge, agreed to pay as many as 12 million rubles and made a “first contribution”.

The defense of Mikhailik calls this version a staging. Firstly, Laardi (and this follows from the information on the public procurement sites) has never participated in the tenders of Sport-Engineering or the Ministry of Sports. Secondly, FSUE is constantly being verified. So, in August - October 2010, 2011 and 2012, Rosfinnadzor came to the office. A similar event, according to the director of Sport-Engineering Alexander Vasyukov, also took place in the current autumn . Finally, Mikhailik himself did not have sufficient authority to appoint an audit.

A more important question: how much the reconstruction will cost if you recall that for Bobsleists it is necessary to redo the turns? Banker, adviser Kuznetsov, Fetisov friend

Who is Alexander Vasyukov? The official tells in an interview that he was born in Samara. However, to the zero, Vasyukov Sr. changed the profile of activity. He headed the Moscow Regional Investment Trust Company created at the end of 2000 and remained the General Director until the end of 2004. And over the course of 2005 he was a member of the board of directors, while being an adviser to the regional Minister of Finance Alexei Kuznetsov. Later, MITK "became famous" for the theft of 3.8 billion rubles from the Moscow Region budget, and the ex-minister is still on the wanted list. However, fraud, according to the investigation, began in 2007, when Vasyukov no longer worked in MITK.

Having headed the state-owned company, the former banker oversaw the construction of sports facilities, including the sanitary-beobslane route in Paramonov (that is, the current reconstruction is the third attempt to create a normal sports facility), the volleyball center in Odintsovo, the skate palace in Kolomna. Apparently, it was then that his acquaintance with Vyacheslav Fetisov, who first led the state sports, then the Federal Agency for Physical Culture and Sports. The Ministry of Sports, recall, then did not exist at all, that is, Fetisov was the main sports official. It turned out well for him - at least since 2006, a whole profile FCP has appeared in our country. It was then that earlier the seedy state-owned enterprise “Sport-Film” decided to convert to FSUE Sport-Engineering, and Vasyukov was called to steering. The newly made organization turned out to be the main manager of federal money. The total volume of budget financing of the FCP for 2006-2015 is 153 billion rubles, of which 98 billion rubles are given by the federal treasury, and about 47 billion rubles passes through Sport-Engineering.

The FSUE was built by the Novogorsk training center in Khimki, the Olympic Center "Lake Krugloye" in the suburbs, specialized educational institutions in St. Petersburg, Smolensk, Voronezh and other cities, a training base in the Toksovo village of the Leningrad Region and much more. Of greatest interest is how orders were distributed among contractors. The largest, as a rule, went to Elinalf. In addition, the competitions of Batiial LLC and LLC Production and Construction Company LLC were constantly won. The last two until 2010 belonged to the entrepreneur Alexei Mochalov, and he still owns Ellinalfoy.

Did these companies accidentally end up in front of everyone? Consider one of the facilities: the construction of Block No. 3 and the hostel in the sports complex "Novogorsk". Information about the opening competition for design and survey work appeared on the public procurement website May 20, 2011. Formally, the Ministry of Sports acted, but the tender went through FSUE Vasyukov. The initial price of the contract was 63.4 million rubles. The participant of Radostroy LLC offered 36.6 million rubles, but defeated Batial LLC with a price of 58.9 million rubles. Despite the fact that the competitor indicated the same term of the contract and a much larger amount of the guarantee. However, the commission set him a minimum score according to the criterion “quality of work”. Later, "Radostroy" tried to challenge this in court, but to no avail.

The design and survey work is over, the time has come for construction, and therefore a new tender . The initial cost was 1.9 billion rubles. The winner, as well as the only participant was Elinalf. She got the contract at the maximum price. Why didn’t the sports complex with the hostel inspire other companies? The response gives a complaint to LLC “Sketch” filed in the FAS following the auction. The company writes that the technical part of the documentation placed by the customer “contains restrictions for familiarization, including the possibility of searching and copying the text fragments by means of web faces”. “This is a serious violation, especially when it comes to construction orders,” says Anatoly Shashkin, lawyer of the Rospil project. “The technical task of building tenders is sometimes hundreds of pages, so the lack of the possibility of searching and copying the text significantly complicates the work of the purchase participant, increases the risk of distortion of information in the application.”

Lovers of black cats

The main part of the sports federal target program has already been completed, but the budget flow in the Federal State Unitary Enterprise “Sport-Engineering” does not dry out. Now, as already mentioned, the company is appointed the main manager of federal money for the 2018 World Cup. But so far the case has not reached the construction of the stadiums, it wins some tenders for design and survey work on the same facilities. For example, last fall, she won competitions for the design of a new stadium in Nizhny Novgorod and the reconstruction of the existing in Yekaterinburg. The price of the first contract is 891 million rubles, the second-898 million. On January 30 of the current year, both work were put up for tenders already on behalf of Sport-Engineering for 680 million rubles and 720 million rubles, respectively ( and left for 644 million and 683 million ). Ensuring applications and the contract in both cases were listed in the native Vasyukov “Vega-Bank”.

These strange transactions attracted the attention of the media. The fact is, writes the publication Znak.com that 2.5 billion rubles were spent on the reconstruction of the stadium in Yekaterinburg, and today it is the most modern sports arena in the Ural Federal District . By the way, the Moscow Stroyimpuls, which won the competition, then handed over the order of the architectural company ABD Architects.

Only at the projects of stadiums in the Ural capital and Nizhny Novgorod, Sport-Engineering left himself 25-30% of the cost of the order. To the question of the journalist of the “interlocutor”, is it not too expensive for intermediary services, Alexander Vasyukov replied: “You are looking for a black cat in a dark room, but it is not there ...” - explaining that FSUE performs certain work and only then transfers an order for a subcontract .

Does this mean that out of 106.4 billion federal money, Sport-Engineering will leave a quarter for these same work? Will future stadiums repeat the fate of the Paramonovo highway, which was built for $ 45 million, and now they were closed for reconstruction? Why is the company that dispose of fabulous amounts has the form of FSUE, which does not imply any public reporting? How to avoid a conflict of interests that arises now, when the provision of applications is transferred to the bank whose largest owner is the wife of Alexander Vasyukov? There are two directions - mass sport and sport of higher achievements. According to the first, we are responsible for the preparation of the territory for the construction of facilities, we are engaged in various documentation, control, and prepare reports for the Ministry of Sports. This is a methodological planned work. Approximately 160 physical education complexes per year are commissioned. Sports of the highest achievements are training centers for national teams. Do you know that in Russia since the 80s has not appeared a single new base? Our task is that by 2016 all teams in Olympic sports have their own training centers. We have already built, for example, the Lake Krugloye base - there is sports gymnastics, fencing. And the Newrsk complex is all ice (hockey, figure skating, Kerling), game sports, light athletics. In the Perm Territory, the entire line of springboard was created-for the first time since the 80s again! And this is only part of us. You ask why we were chosen for the 2018 World Cup? Because we are one of a kind. In our country there is no second organization specializing in the construction of sports facilities. Yes, FSUE Sport-Engineering is unique in this regard. We have the best sports technologists, the best suppliers. We understand very well what and how to build. - But what about the Olympics in Sochi? There, other organizations built. - Olympstroy was created there. He has his own tasks, we have his own. But we advised him for each sports facility, which was addressed to us. And in Kazan, by the way, they also consulted. In general, this is a rather small market - in terms of players. We know everyone, everyone knows us. You wrote in your article, we say, only three firms win tenders. True, not three - there are at least one and a half dozen of them. But this is not even the point. I am really interested in the fact that those people who understand the ideology of a sports object won in competitions. Which do not need to explain how the ice palace differs from the CHP. And then they come, they say, we have experience, we built objects for 20 billion rubles. Fine, only this power unit was. And those companies that you call in the article - I relate to them with great respect, they have never let us down. I hope they will work in this market further. I think there will be a jerk soon. Olympiad, Universiade, 2018 World Cup-all these events form a new generation of sports designers, architects, engineers. That is, qualified personnel are becoming much larger. Plus, the Ministry of Sports is preparing a new FCP - for 2016–2020, the main task is to create centers to prepare a sports reserve. This is something between the sports of the highest achievements and the mass. - Your company will again become the main performer? - I don’t know, this will decide. – Тем не менее я хорошо знаю этот банк, он 22 года на рынке. Мы стремимся работать с разными организациями, чтобы максимально диверсифицировать риски. Футбольных денег, например, в «Вега-банке» нет. Рейтинг на banki.ru опирается на один критерий – размер активов – и ничего не говорит о надежности банка. Последняя оценивается по большому числу параметров, в том числе по размеру капитала, группе финансовой устойчивости (определяется ЦБ), соблюдению нормативов ЦБ, а также рейтингом специализированных агентств. Капитал «Вега-банка» превышает 1 млрд рублей, ЦБ относит его ко второй группе финансовой устойчивости (к первой группе могут относиться госбанки). Рейтинг, присвоенный агентством «Эксперт РА», – «А», высокий уровень кредитоспособности. Кроме того, любое серьезное предприятие должно обладать возможностью мониторинга тех банков, с которыми оно работает на постоянной основе. Как показывает практика, даже присутствие в первой сотне и наличие высоких рейтингов может не уберечь банк от банкротства. Поэтому на первом месте – контакт предприятия с банком, а также оперативность и достоверность предоставляемой информации. Банки, с которыми работает «Спорт-Инжиниринг», в том числе «Вега-банк», отвечают данным критериям в полной мере. – В общем, конфликта интересов вы при выборе данного банка не видите? - No. Если говорить о законе, а не о домыслах журналистов, есть четкое определение – что такое конфликт интересов. Данный термин вообще не применим к ФГУП или коммерческой организации.
