The ex-wife of the president of Rosneft became a co-owner of RK-Telecom

As Kommersant learned, the ex-wife of Rosneft head Igor Sechin Marina became a co-owner of 16.25% of RK-Telecom, a system integrator serving law enforcement agencies, as well as building communication networks for the Big Three and Rostelecom. . Based on market multipliers, the value of RK-Telecom could be 238 million rubles. This is not Marina Sechina’s first investment; she recently created and headed the energy holding Sustainable Development.

A source familiar with the situation told Kommersant that Marina Sechina became a co-owner of the system integrator RK-Telecom. According to the SPARK-Interfax database, Marina Sechina is the owner of 16.25% of RK-Telecom LLC; the corresponding change was made to the Unified State Register of Legal Entities on November 7, 2013. As of March 2012, shares in RK-Telecom LLC were distributed between the former CEO of the company Sergei Rumyantsev (33.3%), Andrey Ignatiev (33.4%) and Mikhail Kravtsov (33.3%). Now the shares of each of them in RK-Telecom have been reduced to 10.5%. In total, RK-Telecom has nine co-owners, with Marina Sechina having a majority share.

RK-Telecom representative Margarita Dorofeeva, in a conversation with Kommersant, did not deny that Marina Sechina became a co-owner of the system integrator, but did not answer questions about the price of the transaction.

RK-Telecom is engaged in the implementation and outsourcing of mobile communication systems for government contractors, automation systems for road transport infrastructure. According to the company itself, among its clients are MTS, MegaFon, VimpelCom, Rostelecom, the Ministry of Defense, the Ministry of Emergency Situations. According to SPARK-Interfax, the revenue of RK-Telecom LLC according to RAS in 2012 amounted to 397.1 million rubles, having decreased by 49% compared to 2011. The company's net profit in 2012 increased by 7%, to 16.8 million rubles.

The purchase of a stake in RK-Telecom is not the first transaction that Marina Sechina has carried out this fall. In September, she became the owner of 90.83% of Consortium Energopromfinance LLC. As reported by the online resource live-energo.ru, this purchase gave Ms. Sechina indirect control over 16.16% of the Arkhangelsk Sales Company (ASK), the guaranteeing supplier of the region and entrepreneur Yuri Shulgin, part of the Mezhregionsoyuzenergo holding.

The Mezhregionsoyuzenergo holding, in turn, “is part of the Sustainable Development consortium, created and headed by Marina Sechina,” Yuri Shulgin said in an interview with Kommersant. It is noteworthy that in July IDGC of the North-West filed four claims against ASK for a total amount of 1.2 billion rubles. In August, the Ministry of Internal Affairs announced the discovery of misuse of funds in ASK, and operatives searched the office. Allegedly, the enterprise, which is a guaranteeing supplier of electricity in the Arkhangelsk region, collected money from consumers, but did not pay energy suppliers and the network company IDGC of the North-West.

RK-Telecom is one of VimpelCom's contractors for the construction of the network, chosen along with others based on the results of a tender, a VimpelCom representative said. MTS cooperates with RK-Telecom as a backup supplier of equipment for base stations, MTS explained. And RK-Telecom cooperates with MegaFon as a contractor “on a number of projects.” “RK-Telecom was a medium-sized supplier, supplying antennas, cables, power supplies,” recalls an employee of one of the telecommunications companies.

The interlocutors interviewed by Kommersant do not presume to suggest why the systems integration business interested Marina Sechin. Yesterday Ms. Sechina did not answer Kommersant’s questions.

In 2011, Marina Sechina received an income of about 10 million rubles, which was indicated in the income statement of Igor Sechin, deputy prime minister at that time. At the same time, she did not have shares in the enterprises at that time. Two Kommersant sources familiar with Igor Sechin claim that he maintained “good relations” after his divorce from his ex-wife. “Perhaps an influential woman was invited to become a co-owner of RK-Telecom to assist in expanding the business,” Kommersant’s interlocutor said.

“It seems to people from the outside that you can earn mega-profits in IT. But the market is difficult now, in system integration the margin has fallen and fluctuates at the level of 5-10%. In Europe and the USA it’s the same. This is a consequence of the global crisis,” says the president GC Maykor Sergey Sulgin. Nevertheless, the valuation multiples of public system integrators in Europe and the USA - 6 EBITDA - can be applied to RK-Telecom, he says. EBITDA of RK-Telecom, according to Sergei Sulgin, is 10% of revenue. Thus, the valuation of RK-Telecom is 238.26 million rubles, and the price of Marina Sechina’s share of 16.25% is 38.1 million rubles.
