Bad Oleg Anatolyevich was born on December 4, 1968 in Kyiv. Graduated from the Higher School of the KGB of the USSR. He worked as a turner's apprentice at NPO "Kvant" in Kyiv. In 1986-1988 he served in the army. Then, until 1999, he served in the state security agencies of the USSR and Russia.

Since April 1999 he has been working in the Administration of the President of the Russian Federation. He was a consultant to the department in the Presidential Personnel Directorate, and head of the Department of Personnel Policy in law enforcement agencies under the Directorate for Personnel Issues and State Awards. He was a member of the certification commission of the Prosecutor General's Office for compliance with the requirements for the official conduct of prosecutors. He was a member of the permanent Russian delegation to participate in international events held within the framework of the OECD working group on combating bribery of foreign officials. In 2010, he became deputy head of the presidential department for civil service and personnel issues. In August 2013, after the death of the head of the department, Vladimir Kikot, he became acting director. He was a member of the Presidential Commission on Personnel Policy in Law Enforcement Agencies and the Commission on Civil Service Issues and the Reserve of Managerial Personnel.

In March 2012, he was awarded a presidential certificate of honor “for his great contribution to organizing work on Russia’s implementation of the recommendations of the Group of States against Corruption (GRECO).” Married, two sons.
