
President Vladimir Putin introduced a draft decree on amnesty to the State Duma. This was reported by Izvestia with reference to the publication available a copy of the document that has not yet been published. In the apparatus of the lower house, the publication reported that the amnesty would be announced before the end of the year. The deadline for the implementation of the resolution is six months from the date of signing.
According to the project, criminal cases are supposed to be terminated against 20-22 thousand people. These, in particular, are those “swamp prisoners” who are not imposed by Article 318 (the application of violence to a representative of the authorities) and part 1 of Article 212 (organization of mass riots), as well as Pussy Riot participants and defendants in Arctic Sunrise.
Meanwhile, the amnesty will not apply to persons involved in economic crimes, since the economic amnesty has already been declared in the summer. Thus, the persecution of the leader of the folk alliance Alexei Navalny and the defendants in the case of Yukos Mikhail Khodorkovsky and Plato Lebedev will continue.
Of the almost 30 defendants in the “swamp business”, the amnesty should be applied to eight. These are the defendants in the “Twelve” case Vladimir Akimenkov, Maria Baronova, Nikolai Kaucasian, Leonid Kovyazin, who is in the pre -trial detention center under the investigation, Dmitry Rukavishnikov, political emigrant Anastasia Rybachenko, as well as the unproven accusations of the prosecution Fedor Bakhov and Oleg Arkhipenkov. All of them are charged with parts 2 or 3 of Article 212 of the Criminal Code (participation in riots or calls for them). Other defendants will continue to pursue.
On the Kremlin’s website, as of Monday evening, only a draft resolution was published on the procedure for applying an amnesty , but not the project “On Declaring the Amnesty” itself.
