The bill was adopted in the first reading on February 15. The law introduced by Vladimir Putin to the lower house on January 9 implies, in particular, the introduction of criminal liability for fictitious registration at the place of residence and at the place of stay.

Fictive refers to "registration of citizens on the basis of the provision of knowingly false information or documents." For fictitious registration of Russian citizens, the bill provides for a fine of 100 to 500 thousand rubles, or forced labor for up to three years, or imprisonment for the same period. At the same time, a milder punishment is provided for fictitious registration of foreigners - only a fine. At the same time, exemption from criminal liability is assumed subject to cooperation with the investigation.

Also, according to the bill in the Code of Administrative Offenses, an article should appear on the punishment for living a Russian citizen in an apartment without registration. It is proposed to be fined in the amount of 2 to 3 thousand rubles, homeowners - in the amount of 2 to 5 thousand rubles. In addition, a violation without good reason by the owner of housing by the time of notification of the registration authority about the residence of a citizen of Russia in an apartment without registration or providing knowingly false data is proposed to be punished with a fine of 2 to 3 thousand rubles. For Moscow and St. Petersburg, fines are about one and a half times more.

During the State Duma meeting, the participants of the Civil Initiative "Rensineme.net" conducted a series of single pickets against the adoption of the law at the entrance to the State Duma. According to activists, the bill grossly violates the right of citizens to freedom of movement, the choice of a place of stay and residence within the Russian Federation. The main slogan of the action was: "Freedom of movement? No, I did not hear." Pickets did without detention. There were also protests in Novosibirsk, Nizhny Novgorod, Ryazan and other cities.
