From the message appointed on the day of the 20th anniversary of the current Constitution, they were waiting for something apocalyptic. Some experts said that Putin will make up the plans of a large -scale constitutional reform, which destroys the basic law almost to the ground. Others assured: the president de will announce the cutting of local self-government to the level of districts and villages, cancel the elections of mayors and subjugate the mayors directly to the governors. Still others suggested that even if the first two forecasts would not come true, then the president will certainly promise at least some new repressions.
However, it turned out right according to Saltykov-Shchedrin: "Good people of bloodsheds were expected from him, and he ate a cheg!"
No, some of the promised, of course, sounded, but only hints.
“Pointed” to change the Constitution - “possible, and sometimes necessary”, with the exception of its second, “unshakable” of the chapter (“rights and freedom of man and citizen”). But what specific articles inconvenient for the authorities should be corrected - about the secular state, about the ban on state -owned state or, say, about the priority of international law over Russian - no explanations from the head of state were received on this subject.
There is also something to do something with local self-government, because there is “confusion with authority” and “corruption scandals”. But what exactly to do? But it is not known: let the municipalities themselves engage in this with the deputies and governors who joined them.
Well, with repression, too, somehow did not grow together. Even vice versa: the president unexpectedly called the "support of the human rights movement" "one of the priorities in the joint work of the state and society."

But this is what the message was as much as you like - so this is so sweet to the heart of Putin manual control. Then the president proved himself in all its brilliance, demonstrating the readiness to personally solve the problems that, in general, in a normal state, lower-sized bosses should deal with.
He distributed orders for the introduction of the final composition in the final classes and valuable instructions on teaching teachers with modern technologies. He explained to the local authorities how they should get rid of the second shift in schools. He solved the problems of students complaining of high fees for hostels, and entrepreneurs who want to pay taxes and social fees on the principle of “one window”. And he even instructed the departments of the staff of state -owned companies for the inclusion in the employment contracts of the paragraph of the “responsibility for the failure to comply with the tasks”.
What does all these burning questions have to do with the message, in which it seems to be customary to pose a strategic task before the country remains unclear. But another thing is clear: while the president regularly “retrays to managers”, it is unlikely that it is unlikely that it is worth expecting from all these ministers, governors and mayors of this work.
