The move to the nomenclature house has always not only emphasized the privileged position of the newcomer, but also gave useful ties among neighbors, guaranteeing promotion in civil service. Back in Soviet times, the elevator with mirrors became a career elevator.
In perestroika, the fight against privileges has become a banner of time. The skinny budget and low oil prices have become serious limiters for the construction of official housing. The Yeltsin nomenclature moved to summer cottages left by the Soviet party aristocrats-Barvikha, Zhukovka, and Soviet officials-Arkhangelskoye, Petrovo-Data, etc.

According to the documents, his four-room apartment on Tikhvinskaya back in December 2008 passed into the hands of a certain Alexander Borisov. Given that it was not possible to find income from the sale of this real estate in any of Medvedev’s declarations, it remains to conclude that 174.4 square meters. He did not sell meters, but simply presented. And the gift turned out to be luxurious: the same number of rooms and meters in this house costs about 75 million rubles.
Vladimir Putin himself moved to Moscow from St. Petersburg in the second half of the 1990s, after Anatoly Sobchak lost the election of the mayor of St. Petersburg (and Putin headed his election headquarters). In the Central District, in Khamovniki, another house appeared - at the address: Nesvizhsky Lane, 12, building. 1. Here in 1999, Valentina Matvienko settled, at that time Deputy Prime Minister in Socialka, and now the head of the Federation Council: four rooms with a total area of 209.8 square meters. m and worth about 150 million rubles. “Presentable entrance group and staircases. Respectable serious neighbors, ”the agency for the sale of real estate advertises this house.
Among the neighbors were the families of Viktor Gerashchenko (he then headed the Central Bank), Sergei Stepashin (until recently - the chairman of the Accounts Chamber), Sergey Kiriyenko (Prime Minister of the 1998 default, and now the head of the Rosatom). Already during the second term of Putin, in April 2007, the son of Vladimir Kozhin also settled here, who replaced the head of the President of the Power Borodin as the head of the department of the President of the President: according to Kadastra, Igor Kozhin here belongs to a seven -room apartment of 302.5 meters.

Today it is the most expensive house of the country. One of the elite real estate agencies put the ten-room apartment for sale this year: “Two fireplaces, a SPA-zone, including the Turkish and Finnish saunas, billiards, two living rooms, five-dining kitchen, five bedrooms and dressing rooms, an office.” For $ 50 million in the Swedish impasse, not only 1000 square meters were offered “with large terraces and panoramic views of the Kremlin, the Cathedral of Christ the Savior, Moscow City”, but also the status of a neighbor of the most influential people in the country.
Some names of which are: Lavrovs, Sechins, Kudrins ... Someone at once has two apartments at once, like the head of the Rostec state corporation Sergei Chemezov (he has a former family and the current family here) and the Deputy Prime Minister, the head of the government apparatus (and earlier, from 1999 to May 2012, the assistant to the President of the Russian Federation in foreign policy) Sergey Prikhodko. Here, the general director of Channel One Konstantin Ernst settled here: he also has two apartments side by side. The rationality of such a nomenclature ghetto is understandable: it is easier to ensure the safety of guarded persons, special communications and muffles so that the enemies do not recognize the secrets of the homeland and oil supply. The building has its own green square, in the entrance - marble, on the stairs - expensive carpets. The elevator buttons work from the key, so you won’t get without an invitation to the neighbors. At the entrance is a hard bandwidth. But the hardest filter - during the settlement: outsiders are prohibited.
However, among the residents come across and the names of the general public are few well -known. There are names and very curious, such as Nelli Alekperov - it is interesting not so much by the proximity to the owner of Lukoil Vagit Alekperov, but by the fact that it is the co -owner of the HOA TAS and the partner of the chief architect of Putin’s palace in Gelendzhik Lanfranko Chirillo, about which the New Times wrote a lot (see parallel Reality ”, No. 15 dated 04/23/2012) It is obvious that businessmen get into this house by going through hard face and back control of the FSO. But why such a neighborhood of nomenclature? “Someone should cover the developer and management of the costs of such a super-expensive house: for this they sell apartments to close businessmen who will not stand at the price,” one of the residents explained to The New Times. By the way, one of the companies that live here (two apartments belong to him in the Swedish dead end) is managed by the house, famous businessman Ara Abraman: according to the magazine, the house was built by a construction company affiliated with him. Prior to this, Abramamyan was a neighbor of Putin on Zelinsky and Matvienko Street in Nesvizh Lane: apparently, he is the main builder of the courtyard.
The second variety
It is clear that the bosses cannot live next to his subordinates: this jeopar of the principle of a tough hierarchy, mandatory in the bureaucratic organization.
For officials of the administration and government, the Range lower is the ghetto. Obviously, he will not linger here for a long time: an increase in the career ladder almost necessarily follows the crossing. And therefore, the prestige of the official house falls. So, for example, once a house on Mira Avenue, 33, bldg. 1: Fradkov lived there when he was the head of the tax police, and the current inhabitants of the Swedish cloth of Cheyzov also lived (at that time he headed Rosoboronexport) and Prikhodko (then the deputy head of the presidential administration). The house on the street of Marshal Vasilevsky 13, bldg. 1, after Igor Sechin left there: his 209.4 square meters. M occupied one of the deputy minister not the most resource -intensive department - this immediately indicates the level of an official house. A meter costs almost 100 million rubles, and completely acquired scandalous glory: many apartments are rented here, and some, as sources in the management of business ... by the hour. Dachshund - 3-3.5 thousand. Why not the Kremlin brothel?
How do such nomenclature ghetto appear? Once they are built by order of the Presidential Affairs Management-such as the White Lebed complex on Michurinsky Prospekt, 6 (100-meter apartment here pulls $ 2 million), once-communications are exchanged by meters. Namely: the management receives a building permit, which in Moscow is not just expensive, but super -expensive. According to one of the businessmen, the paper on which the mayor of Sobyanin is on the construction of a one -door house in the central district in the market with hands will be torn off for several tens of millions of dollars. It is clear that presidential business executives with an extended hand to the city hall do not need to go to the city hall: they receive permission, and for this the developer gives up to 30% of the apartments. So, for example, officials settled on Marshal Tymoshenko Street, 17 (“finishing with high -quality plaster, natural stone and facing brick in beige, red and brown tones, panoramic views of the forest park and lake, landscape design, nearby traveling to Rublevka,” says one of the advertising avenues, price, price. meters-$ 10 thousand), which was built by a certain PKF “Athena LTD” LLC, and in the residential complex “Imperial” (ASN-Invest developer) in the Sokol region. Complex on Alabyan, 13, bldg. 2, was very popular among officials of the presidential administration and the government apparatus. Protection, concierge, underground parking with an elevator, apartments of the upper floors are panoramic glazed, the cost of a meter depending on the finish is 200-400 thousand rubles.
Now a skyscraper is planned on Veresaeva Street, 3, building. 5, at the very end of Kutuzovsky Prospekt. Documents are already undergoing approvals. And the management of business is completed by one of his projects on Starovolinskaya Street, 15, not far from the place where Stalin was one of the residences. In this residential complex “Middle Dacha”, apartments are already coming from a hammer at an average price of $ 3 million each: “Exclusive offer. Impeccable penthouse with an expensive finish. Six -meter ceilings. The only unique wood fireplace in Moscow. Special settlers
Not all officials dream of living among their own. Indeed, there are too many eyes and ears watching the life of high -ranking gentlemen, in which everything happens.
Here, for example, is the head of the Federal Security Service, Army General Yevgeny Murov: according to the income declaration, he lives in the 1914 mansion, located at 31/2, in the Sretenka area. Where does the thrush come from
How do officials get apartments? And so: back in 1997, a decree of Boris Yeltsin appeared “On the Procedure for the Provision of Living Square under the management of the Presidential Affairs of the Russian Federation”, and then the special rules for the allocation of apartments, according to which the official, who claims to be the apartment, had to have the experience of the public service for at least two years.
The apartments were issued on the terms of social employment, that is, with the right to subsequent privatization. When Dmitry Medvedev was elected to the president, officials who came from other cities (and St. Petersburg has been practically bloodless from the point of view of the bureaucracy) also got the opportunity to become happy owners of elite housing on the basis of the same social rent, that is, with the prospect of becoming owners. “The privatization of apartments allocated under a social rental agreement, in accordance with applicable law, was extended until March 1, 2014,” the representative of the Presidential Administration Viktor Khrekov told the author.
According to the law, officials are obliged to hand over their previous apartments to the Presidential Affairs Management, but no one forbids to rewrite them to other family members, which many use. So, for example, Foreign Minister Sergei Lavrov left an apartment on the Frunze embankment of his daughter Catherine. “In addition, if the official provided a certificate that either he himself or one of his family members suffers from a severe form of a chronic disease, he can get an apartment in general,” a source in the housing commission of the presidential administration told The New Times. “At one time, asthma was in the list of diseases, and it was funny to observe how people with inhalers go through the corridors of the presidential administration.” When asthma was deleted from the list, the officials miraculously went recovering. True, enuresis appeared in the list of diseases ...
The same source explained The New Times, why in the documents of Rosreestr for apartments in the Swedish impasse, two -room apartments with a width of 200 meters are invariably indicated. The fact is that when the AP Housing Commission or the Government apparatus decides to whom to give an apartment, they proceed from the rule according to which a one-room apartment should be allocated to a family of one or two people, a two or three people-two-room, etc. But the meter in the documents is not diplomatically indicated.
However, it is clear that even the Presidential Affairs Department will not be recruited for all officials of apartments. The way out - who would doubt it! - Found: from January 27, 2009, Russia has a decree of government No. 63, which prescribes the procedure for obtaining a subsidy for the purchase by housing officials. “Subsidy” is a figure of speech, because in fact it is an interest -free irrevocable loan from 10 to 30 million rubles.
“New Class”-so once the famous Yugoslav dissident Milovan Jilas called the Soviet party bureaucracy. “These are those who receive special privileges and economic preferences thanks to only one thing - that have a monopoly on management.” It is amazing how some things in Russia never change.
