The first impression of the questionnaire, which had to fill in high school students of the Motovilikhinsky district of Perm: this is a typical survey of the restaurant clients in order to replenish the wine card. Judge for yourself. Question: "Which of the following drinks do you use more often?" And then eight answer options: “Vodka, fortified and dessert wines, dry wines, cognac, beer, elite drinks (martini, whiskey, tequila, etc.), energy drinks, tonics, alcohol cocktails.” There is nothing of the “nested” option among the answers. But from the proposed drinks you can choose several at once.

The survey was conducted by employees of the education department of the Motovilikhinsky district of Perm. According to them, the request came from the district prosecutor's office, but a questionnaire was sent from there. In this connection, the “customer” did not really explain. The accompanying letter only said that "the district prosecutor’s office is being verified on the implementation of the legislation regulating the fight against drug trafficking and the spread of drug addiction."

The teachers and regional education workers do not really believe in these arguments. They suspect that the case here is different: on December 7, a new federal law on testing schoolchildren to use drugs*entered into force, so they decided to “probe the soil” before the testing system will be launched at full capacity.
In the supervisory department, however, these assumptions refute. “The survey is associated with the anti -drug month,” the representative of the prosecutor's office of the Motovilikhinsky district Perm Nadezhda Gerasimova explained to The New Times. Yes, the interlocutor of the magazine admits, before nothing of the kind in the city was held. So what? There is nothing supernatural in this - "The fact is that our events are not repeated." Simply put, the initiatives of the prosecutor's office are piece in nature.

Three days to answer
The first profiles began to come to schools at the end of September, that is, more than two months before the entry into force of the Law on Testing. At the same time, the questionnaires needed to be filled and sent back for three days. And at the same time, “find out from parents of students in grades 8–10 their consent to examine their child for the use of narcotic drugs and psychotropic substances.” Why is it only about the 8-10s of grades, teachers do not really understand: apparently, the prosecutor’s office simply forgot that secondary education is now 11-year. However, in schools, just in case, eleventh graders were also interviewed.
Why such a rush is generally - it is also not clear to teachers. After all, it is necessary to know Russian bureaucratic realities: correspondence between prosecutors, officials and an educational institution was sometimes delayed. Therefore, it often turned out that the filled profiles had to be handed over the day after their receipt. And now the teacher enters the classroom, gives out questionnaires - fill out, I have already reported tomorrow!
Of course, no one remembered any voluntariness, as the federal law requires.

Actually, the question of your favorite alcohol is not the only pearl of the prosecutor’s questionnaire. So, in the next point of schoolchildren they ask: "In which company do you usually drink alcohol?" Answer options: “with relatives”, “alone”, “with friends”. True, there is also an option “Do not drink alcohol”. But still, only one can be put a box. That is, the one who drinks, for example, with relatives, “use” with friends, according to the understanding of the authors of the questionnaire, can no longer.
Of course, there are questions about the “main topic” in the questionnaire: what do you know about drugs, which of them have tried, where drugs can be purchased in the city, etc. (see the scan of the document on page 20). But they appear only in the second half of the questionnaire and, moreover, against the background of alcohol “finds” are somehow lost.
To the question of The New Times, where exactly the questions were prepared for the questionnaire, they found it difficult to answer in the district prosecutor's office. The employee of the Education Department of the Motovilikhinsky district of Perm Valery Filatov, who was responsible for the newsletter and collection of questionnaires in wards schools, claims: the questionnaires came to the regional department of the supervisory authority from the regional prosecutor's office. According to The New Times, third -party specialists - teachers, psychologists, doctors - were not involved in the development of the questionnaire. The information is most likely true. According to the same Filatov, having already reported on the results of the questionnaire, he agreed with prosecutors, so that in the future they would initially attract “at least psychologists” to the compilation of such profiles. Yes, it would be nice to “at least” them ...
“At first there were almost a hundred questions in the questionnaire,” Filatov said. “But at the district level, the prosecutors thought and decided to reduce their number, and some issues are more correct.” Then the questionnaires were also ruled by officials from local education and directly school teachers. Sometimes issues were redone with the participation of the surveyed themselves.
“We filled this questionnaire together (with students),” says Olga Lazareva, the head teacher on the educational work of Perm School No. 105. “Some questions simply crossed out if they believed that it was difficult to answer them.”
Despite all the efforts to shorten the list, there were still many questions. “You just think - more than 40 pieces! - remarks the deputy director for educational work of Lyceum No. 9 Svetlana Yudina. “Somewhere after the twentieth, the children have already ceased to relate seriously and began to answer in a joke.”

» Purpose and means
The prosecutor’s office says that they still continue to process questionnaires that came from schools. And therefore, they say, to share the results of research with the media are not yet ready. But teachers are sure: these profiles will not give any real picture of alcohol and drug use.
According to teachers, unprofessional issues and haste, in which everything was done, caused a mockery of the guys at best and really not a desire to sincerely tell about their personal life.
The chief narcologist Perm Larisa Yurkova is sure: total survey (which, in fact, was carried out in one of the areas of the city - even if “in training mode”), and the testing itself is not needed at all. “This should be done only in separate schools, while testing should be anonymous,” she said The New Times, emphasizing that no one, even a doctor, should know which of the guys uses illegal substances.
So, by the way, it was a few years ago, when in some schools of the Perm Territory there was an experiment on drug testing. “There are several empty cans in the toilet, the children come in turn and fill them with urine,” Larisa Yurkov explains the technology of such an examination. “Then a tray with banks is taken out.” Let only the number of drug addicts at school, and not their names, but for parents, this is extremely important information: “If you know the percentage of drugs, you know the situation in the educational institution where your child is studying. And this is the main thing for parents. ”
By the way, the director of the Federal Drug Control Service, Viktor Ivanov, also opposes the general survey and testing of drugs. “Continuous testing is not only a tremendous waste of money, but also in an ideal way to get away from the real reality in the area of the window dressing,” he said on December 2 at a round table in the State Duma. - Even if drug addicts are revealed, then who will work with them? Primary is precisely a high -quality system of social rehabilitation, and not the identification itself. ”
And finally, the most banal question: is the initiative of the Perm prosecutors legal legal? Indeed, in order to conduct such survey and testing, only references to federal law are not enough. Corresponding regulatory acts must be adopted at the regional level. It is in them that important details should be specified: whether the testing will be anonymous, which material will be explored (urine, saliva or something else) and so on. But when such a law will appear in the Perm Territory, it is still unknown.
Although, judging by the active “preventive” actions of the local prosecutor's office, the laws in this matter seem to be not written in this matter.
