"Lugovoi Law" passed the first reading

The State Duma adopted in the first reading a bill on extra -court blocking of sites with calls for inconsistent protests, RIA Novosti reports. The draft amendments to the Law "On Information, Information Technologies and the Protection of Information", which was included in the lower house by Zhirinov, Andrei Lugov, Unicorn Sergey Chindyaskin and Communists Sergey Gavrilov and Nikolai Ivanov, last week he received the approval of the Duma Media Committee.

The decision to block sites with calls for inconsistent shares will, according to the authors of the document, accept the Prosecutor General or his deputies: this, deputies explain, will exclude abuse. The heads of the Prosecutor General’s Office will have to report their decision to Roskomnadzor, who will direct the requirement to block the resource and remove unwanted information from it, and he, in turn, will be a hosting provider used by the site. This order will allow you to block dangerous resources immediately, while current laws allow you to do this most quickly during the day.

As Lugovoi previously explained, the problem is created not so much by social networks, in most of which there are special units that can pointily block the distribution of calls, and other sites. So, according to the deputy, the calls to hold shares in Biryulev in October were distributed through Yandex.proki.

Deputies do not exclude that for operational communication with Roskomnadzor under the Prosecutor General, apparently, it will be necessary to create a special unit.

The head of the media committee, Alexei Mitrofanov, expressed the hope that before the end of the autumn session, the State Duma will be able to adopt the law in all three readings, "so that he would earn on February 1."
