Commenting on the results of the public investigation of the "Swamp case", Putin noted that only the court could establish the guilt or innocence of the accused. Meanwhile, most of the defendants in the "swamp business" have not yet been convicted, and the amnesty is provided not only for convicts, but also for the investigation and defendants.

Members of the Public Commission and International Experts came to the conclusion about the unlawful use of force by the police and the innocence of the "swamp prisoners". Putin called this the personal opinion of the co-chair of the RPR-Parnas Vladimir Ryzhkov.

The day before, a decree on an amnesty to the 20th anniversary of the Constitution, adopted by the State Duma, entered into force . According to the document, criminal prosecution will be discontinued only against eight "swamp prisoners". This is Vladimir Akimenkov, Leonid Kovyazin and Dmitry Rukavishnikov, who are in the pre -trial detention center, Maria Baronova, who is under the recognizance not to leave, Nikolai Caucasian, placed under house arrest, political emigrant Anastasia Rybachenko, as well as Oleg Arkhipenkov and Fedor Bakhov, who were released for the unemployment. Four of the defendants - Akimenkov, Baronov, Caucasian and Kovyazin - are already under trial. Their cases are considered within the framework of the "Twelve process".

Part 2 or 3 of Article 212 of the Criminal Code is charged with all eight (participation in riots or calls for them). Most of the other defendants in the “swamp business” also incriminated part 1 of Article 318 (the use of violence to a representative of the authorities), which does not fall under an amnesty. The pursuit of the coordinator of the Left Front Sergei Udaltsov and his assistant Leonid Razvoszhaev, accused under part 1 of Article 212 (organization of mass riots), will also continue.
