Duma approved the pre -trial blocking of sites

Today, December 20, the State Duma adopted immediately in the second and third, final, reading a bill on the pre -trial blocking of sites for calls for extremism, interethnic growth, rogue and participation in mass events that violate the law

Amendments are made to the law “On Information, Information Technologies and on Information Protection”, ITAR-TASS reports.

According to the document, the general prosecutor and his deputies will be able to send a request to Roskomnadzor to block the Internet resource. At the same time, ordinary citizens, organizations, federal and regional state authorities, local authorities will be able to notify the prosecutors of the prosecutor's office of the dissemination of illegal information, which may serve as the basis for subsequent appeal to Roskomnadzor.

Based on the request, the department will have to send a notification to the operator (in Russian and English) with a demand to limit access to the page with illegal information or to the entire site as a whole on which it is posted.

In turn, the hosting provider or operator of the communication, after receiving the notification, “is obliged to immediately limit access to the information resource” or to the unlawful information posted on it. In addition, within a day from the moment of receipt of a notification, he must report a violation of the owner of the Internet resource and demand from him to delete or limit access to this information.

In the case of the fulfillment of these requirements, the site owner notifies Roskomnadzor about this, after which the lock is removed.

According to one of the developers of the initiative, the deputy chairman of the State Duma Committee on Security and Combating Corruption Andrei Lugovoi (LDPR), "if some hosting provider refuses to execute the decision, then he will be blocked by the entrance to the territory of the Russian Federation."

Currently, resources with child pornography, drugs on the manufacture and use of drugs and sites calling for suicide are subject to pre -trial blocking, and extremist sites are closed only by court decision.

The authors of the draft law note that social networks will be in the smallest risk zone. “This is a lower degree of risk from the point of view of blocking, since everything is seriously administered there, there people are well versed in the laws and, when receiving a signal from Roskomnadzor, they block certain pages,” Lugova explained.
