Salvation of youth policy

On December 25, Sergey Belokonev called on all interested parties and bodies (including the presidential administration) to connect to a previously actively criticized strategy of state youth policy in Russia until 2025.

According to the media reports, on December 16, the head of the Federal Agency for Youth Affairs, Rosmolodezh, Sergey Belokonev, was sure that the “Russian youth policy strategy until 2025”, prepared by its department, would be approved in early 2014. However, almost immediately after the publication, a sharp criticism fell by the State Duma deputy from the United Russia faction, a member of the Presidium of the United Russia, Alena Arshinova, collapsed. In her commentary to Izvestia, she noted that the proposed document should not only be modified, but developed again. Regarding the strategy on December 16, it initiated a discussion at the site of the youth club under the presidium of the General Council of United Russia, where representatives of the youth departments of the Communist Party and the LDPR also criticized the document. According to Arshinova, the document did not receive support in the Ministry of Education and Science.

In a conversation with the Polit.ru correspondent, Alena Arshinova was outraged by the fact that the development of a document was without the necessary consultations with the government and socio-political organizations: “Previously, this document was a culuer.” She noted that Rosmolodezh simply does not have the necessary personnel resources that could form high -quality goals, objectives and indicators of the effectiveness of the strategy. She also said that Sergey Belokonev did not come to her discussion of the document: “He changed his mind at the last moment and said that there was nothing to discuss here.” Instead of the head of Rosmol, another official of this department Roman Purm, who was “just sorry”, came another official.

Another point of view on the situation appeared in the media. So the publication “Free Press” published material, which expresses the opinion that the criticism of the strategy is needed only for an information attack on Sergey Belokonev. Information appeared in the blogosphere that the initiator of criticism could be the deputy head of the internal policy department of the Presidential Administration of the Russian Federation Timur Prokopenko. Recall that before his current post, he headed the Coordinating Council of the “Young Guard”, and Alena Arshinova was his co -chair.

The publication Znak.com believes that young politicians close to Prokopenko can claim Belokonev. Moreover, the current head of Rosmolodezh is considered the person of Vladislav Surkov, and Timur Prokopenko is closer to the first deputy head of the presidential administration Vyacheslav Volodin, who replaced him as the first deputy head of the administration.

At the press conference of Sergei Belokonev and the Deputy Minister of Education and Science of the Russian Federation, Veniamin Kaganova, the correspondent of Polit.ru, setting out the described facts, asked if the “Youth Policy Strategy in Russia until 2025” was agreed with the Presidential Administration. Kaganov admitted that he did not: “Before taking something to the presidential administration, it is necessary to prepare the material ... What egg-headed, smart, wise and initiative young people to collect, any project will be subjected to the most stringent criticism.” The official added that in the near future the project will take place in a public discussion: “By the end of January, taking into account the comments, we will conduct an expert discussion. And then we will send it to the Minister of Education and Science. And then the document will go to all other executive bodies, the Government of the Russian Federation and the presidential administration. But this does not interfere with everyone who did not work, connect to this work and form their ideas. ”

Sergei Belokonev complained that not all those who criticize the concept now spoke out immediately: “It is strange that some people connected only six months later. Today, having such a lot of attention of politicians and society, it can probably be said that the first stage of discussion of the strategy has been successfully passed. Everyone understands that a new strategy is needed. And what will be the strategy, it already depends on our joint activity. ”

After that, he hastened to add that he was calling for all those mentioned (the correspondent of Polit.ru mentioned the representative of United Russia Alena Arshinova and the official of the Presidential Administration Timur Prokopenko) to join the development of the strategy now: “And again we call everyone to participate in this work and all those whom we have already started work.”

Alena Arshinova explained “Polit.ru” that she was glad to help Sergei Belokonev realize the need for wider contact with the public and various political forces: “I understand that conclusions were drawn.” According to her, she understands the whole complexity of the tasks set for the "Rosmolodezh", and is ready somewhere to "reinforce" their activities as far as possible if contact is established.
