
The tragedy in Volgograd is not a New Year's topic, but it is impossible not to talk about it. I think that among the readers of this magazine there are little doubts that these tragic events became the result of the deepest crisis of power and, in particular, the regional authority. The Dissernet community, for its part, will not tire of repeating that if a person who has once falsified his social (even in the scientific field is not so important) status, entrust the management of society, then the final result will be deplorable. This is inevitable as the law of nature, and will happen sooner or later.
Of course, you guessed that below it would be about the governor of the Volgograd region Bozhenov S.A., more precisely, about his dissertation “Information and Communal mechanisms of migration policy”, which he, while still the mayor of Astrakhan, successfully defended the Academy of Civil Service in 2007. The Dissernet community has already written about gross violations of academic ethics related to this dissertation. In particular, it contains multi -page fragments, by random coincidence, repeating texts from the book “Migration Policy of Russia” (V.I. Mukomel, 2005), the dissertation of the same author, carried out in 2006 in the sector of xenophobia and preventing extremism of the Institute of Sociology of the Russian Academy of Sciences, as well as the dissertation of the historian Malkova V.K. "Ethnicity and tolerance in the media."
Repeating the research of the doctor of historical sciences Malkova V.K., the future political scientist-governor comes to the conclusion that in migration policy it is important to provide appropriate information protection and psychological security. He thoughtfully concludes that "such concepts as security, extremism, xenophobia, terrorism and others that acquire a kind of relevance begin to enter into public consciousness and public everyday life through the modern press." Analyzing the frequency of use of these words in the Astrakhan regional press, S. Bozhenov He asks: “Why not they (the regional media) not to tell about the modern non -political life in the area where their relatives and fellow countrymen still live, about the way of life, their difficulties, concerns and joys?” And further: “Similar anxious information in the media leads to psychological discomfort among the population, causing a sense of social and psychological insecurity, and sometimes humiliation of some, giving birth to indifference to disadvantaged and offended, addiction to cruelty and its everyday perception of others, increasing fear and aggressive state in society, and as a result - protest and search for enemies.” In the end, the dissertation says "about the media as one of the" perpetrators "of ethnic conflict in the Astrakhan community."
As a matter of fact, all these conclusions, no matter how sinister irony they seemed in the light of the latest events, the future governor of the Volgograd region borrowed from the historian Malkova V.K., who wrote his work in relation to the capital's region. Bozhenov S.A. Or the one who helpfully composed for him the text of the dissertation methodically replaced in the text Malkova V.K. The phrases “in the Moscow community” on “in the Astrakhan community”, “in the Russian capital” on “in the Astrakhan region”. As a result, once again I would like to emphasize that those half a million dissertation works written over the past fifteen years, due to the complete confidence of their authors in the fact that no one will ever read this crap, are an invaluable storehouse of information ... No, not about science (their scientific significance is often equal to zero), but about their authors. This is a precious litmus piece of paper for our society and power. Unfortunately, the authorities by all means refuses to pay attention to the color reaction of the indicator litmus paper and calls for "not to blow up the landscape." One thing is obvious: if the authorities refuse to “blow up the landscape” of dissertations, then terrorists will continue to blow up stations and trolleybuses with impunity.
