
Goncharov is a former deputy of the Novosibirsk City Council and ex-director of the Common Case Foundation, established by Veniamin Pak. For the past four years, he worked as the first deputy Vyazovs, supervising the issues of housing and communal services, energy, architecture and construction, transport and improvement.
