United Russia achieves the 2014 elections in the Moscow City Duma completely in single -mandate districts

The United Russia faction introduced a bill to the Mosgordum on holding elections to the city parliament in 45 single -member districts. Experts and representatives of the public guess how the initiative of the United Russia will affect the voting results if, instead of the mixed system, majority is introduced.

United Russia made a draft law of the city of Moscow on amendments to the Moscow Electoral Code and the Law on the Moscow City Electoral Commission, which involves holding elections to the capital's parliament in September 2014 by 45 single -member districts, that is, according to the majority system, according to the official website of the Moscow City Duma .

Amendments may be made in accordance with the Federal Law of November 2, 2013 No. 303-ФЗ "On Amendments to Certain Legislative Acts of the Russian Federation", to which cities of federal significance are granted the right to independently determine the type of electoral system applied in the elections of deputies of the legislative (representative) body of state power. The latest elections to the Moscow City Duma were held according to the mixed system and all the "single -mandate" in the parliament found themselves from the United Russia party.

As emphasized in the press center, a single-mandate system "allows, on the one hand, to observe the principle of democracy as much as possible, and on the other hand, to ensure the priority of the interests of voters of the territory from which he was elected, the decisions of real city practical (including economic) issues."

Elections to the metropolitan parliament are scheduled for September, and so that they are already under the new rules, the amendments should be accepted until March 14, the deputy chairman of the Moscow City Duma and the head of the United Russia faction Andrei Metelsky told the Moscow Komsomolsalz .

The Moscow City Duma website provides a detailed list of advantages of the majority system, but there is not a word about its shortcomings indicated by experts. According to one of the interlocutors of the Vedomosti newspaper, elections in single -mandate districts in the hands of the Moscow authorities, who will try to hold their representatives to the parliament using an administrative resource, the opposition, in their opinion, does not find a significant number of popular candidates who can withstand it.

Another interlocutor of the publication is sure that it is the city authorities who insist on the introduction of the majority system, although the country's leadership consider it reasonable to preserve the mixed election system in Moscow, leaving at least a small part of the “list of list”.

The chairman of the Moscow branch of the Fair Russia party, Alexander Ageev, reminded of another significant lack of majority system - it constantly requires budget funds. The deputies are dying or changing work, and now vacant places are filled out of party lists, and under majority will have to be carried out every time.

The mayor of Moscow Sergey Sobyanin insisted in the elections without a list of United Russia, and he did it for several reasons, Ilya Yashin, a member of the RPR-Parnas Federal Bureau, who is going to run for the constituency in the Moscow State University. The mayor does not want to campaign for an unpopular party in Moscow, to share a rating with it, it is no coincidence that he himself went to the elections as a self -nominated person, Yashin assures.

In addition, the metropolitan authorities understand: the appearance in the ballots of the United Russia list mobilizes the protest electorate - people will come to vote against. The absence of parties will reduce the turnout and the administrative resource will ensure the victory of pro -government candidates, many of whom will be positioned as independent, Yashin believes. But the opposition will be able to expose them, he is sure: such a maneuver no longer worked in the autumn elections to the City Duma of Krasnoyarsk, where the pro -government candidates in single -mandate districts mostly lost.

Conditional "Lists of Navalny" will help the opposition go to the Moscow City Duma

Many experts are sure that for success in the Moscow City Duma, oppositionists need to agree among themselves so as not to exhibit several strong candidates in one district, pulling votes between them. In addition, it is worth taking into account the cutting of districts, which will most likely be known no earlier than April. First of all, the opposition should pay attention to the protest areas, in particular, the "civilian platform" needs to work with districts, where oppositionist Alexei Navalny spoke well in the mayor’s elections.

The expert on the electoral law of Andrei Buzin forecasts for the opposition seemed the most disappointing. In Russia and Moscow, votes in single -mandate districts are won by candidates supported by the authorities, and for the non -systemic opposition, such a scheme is unprofitable, the expert notes. Even the formation of the conditional “Navalny list” by analogy with the “Lyuzhkov list”, especially since the “civilian platform” is unlikely to support such an initiative. Moreover, even after spending several deputies to the Moscow City Duma, the opposition will not be able to seriously affect its work, Buzin believes.
