
The State Duma adopted in the first reading a bill on the introduction of administrative fines for violating the rules of artificial termination of pregnancy, RIA Novosti reports. The Code of Administrative Offenses is supplemented by a new article on the liability of the health worker for abortion conducted in violation of the law on the protection of the health of citizens in the absence of a criminal act.
It is proposed to establish a penalty of a fine of three to five thousand rubles for citizens, from 10 to 50 thousand for officials and from 500 thousand to 1 million rubles for legal entities. Currently, there is only criminal liability for abortion, made by a person without a higher medical education of the corresponding profile.
From January 1, 2012, Russia has new requirements for abortion. Abortion is carried out at the request of a woman with her informed voluntary consent, with a gestational age of up to 12 weeks. In the presence of social indications, that is, in case of pregnancy as a result of rape - with a period of up to 22 weeks. If there are medical indications, abortion can be carried out regardless of pregnancy.
In addition, a waiting period has been established, during which a woman should a conscious and voluntary decision on production or abandoning abortion. At the periods of pregnancy from four to seven and from 11 to 12 weeks, it is 48 hours from the moment of contacting the medical facility, with a period of eight to ten weeks - seven days.
On September 2, the head of the Duma Family Committee Elena Mizulina, in an interview with Izvestia, said that she was preparing amendments that tighten the legislation on abortion . She proposes to regulate the rules of abortion and introduce administrative responsibility for their violations.
Currently, the actions of doctors during the termination of pregnancy are regulated by the law "On the basics of protecting the health of citizens." However, liability for doctors for violations is not provided. “There is only criminal liability for“ doctors ”who carry out abortion without a medical education. That is, there are no rules, but there are no responsibility. Women do not explain their rights, do not talk about the consequences of abortion,” Mizulina said. “We propose to introduce administrative responsibility for violators in the form of fines.
Mizulin denied reports that it was planned to hold not only health workers, but also women to justice. Another initiative of Mizulina is associated with drug abortions. "Today, such pills can be bought at a pharmacy without a doctor's prescription.
