The ban on electronic surveillance and wiretapping, according to sources in the White House, can affect about a dozen countries. It is clear that among them there will be Germany, whose chancellor was deeply wounded by reports of the wiretapping of her mobile phone agency National Security (NSA) of the United States. True, the leaders of another 35 states were listened. But it was to the angel Merkel Obama personally assured that he did not give such orders the NSA. The American and European press cast these assurances to doubt. Merkel was waiting for more significant, not only oral, evidence of the US to allied spirit. “The Americans are deceiving us,” one of the German newspapers recently made a final conclusion.

And then Obama answered - speaking in the US Ministry of Justice with a speech actually devoted to the reform of that same NSA. The content, the main theses of this speech was not predicted by no one. On the contrary, most of the comments boiled down to the fact that the president would take his special services under the wing, protect them from undeserved attacks a la Snowden. But Obama said something else. Publicly, live, and not somewhere on the ANB College, without unnecessary witnesses, the president ordered the special services to receive a judicial order for wiretap before starting any collection of information regarding ordinary citizens. In addition, special services will no longer be able to selflessly, uncontrollably and always secretly send requests to telecommunication companies for “and share your database with us”, as it became known at the peak of the scandal around Snowden. Now the same ATT or Internet providers can say “no” in a number of cases in a number of cases and even betray a request from publicity. Yes, and special services will now be able to control the phone calls only with a number of reservations.

The moral of this story is not that the terrorist threat in the world has decreased. She is different: the president made it clear to the special services that they did not govern the state. That they are not entitled to invade the personal space of citizens in vain. In general, there is a government on them, especially if their activities are damaged by the country's relations with the allies, its global image. And that to resist the threat of terrorism of special services should take into account all these aspects. They have enough strength and means for this. But if Berlin really stops trusting Washington, the consequences can be much worse.

The American president said that under any circumstances his Russian colleague will not say. In Russia, the special services of authority, on the contrary, are not enough all the time, and judging by the latest Duma bills, he will not be enough for a long time. In general, they are inviolable and out of suspicion.
