The need to prepare such a bill was mentioned at a meeting of the Government Commission for minors and the protection of their rights on June 25, 2013, which was chaired by Deputy Prime Minister Olga Golodets, reminded the Ministry of Internal Affairs.

For a public discussion of the initiative, 15 days are assigned - it is proposed to hold it from January 20 to April 4, 2014.

The Code of Administrative Offenses of the Russian Federation for petty hooliganism is “a violation of public order, expressing a clear disrespect for society, accompanied by obscene abuse in public places, insulting to citizens, as well as the destruction or damage of other people's property,” is provided in the form of a fine from 500 to 1000 rubles or administrative arrest for up to fifteen days.

For the same actions, associated with the “disobedience, the legal request of the representative of the authorities or other person acting on the protection of public order or suppressing the violation of public order”, the guilty may assign a fine of 1000 to 2500 rubles or determine his arrest for up to fifteen days.
