
The State Duma adopted immediately in the second and third readings the presidential bill establishing the legislative framework of the military police of the Russian Armed Forces, RIA Novosti reports. Amendments are made to a number of legislative acts, including the law "On Defense", which is supplemented by a new article.
The bill was the first reading on January 15. Now the law comes to the approval of the Federation Council.
According to the text of the bill, the military police are intended "to protect the life, health, rights and freedoms of military personnel, civilian personnel, citizens undergoing military training, to counteract crime, ensure legality, law enforcement, military discipline, road safety, and also within their competence - to protect other legal relations protected by the law in the field of defense."
The military police will be carried out by the Minister of Defense. It is also noted that the military police are part of the Russian armed forces.
In March 2013, Viktor Ozerov, Chairman of the Federation Council of the Federation Council for Defense and Security, said that the draft law on the creation of a military police institution in Russia has already been agreed with a number of departments . “This law is necessary, it will clearly spell out all the functions of the military police so that it is a full -fledged structure, and not individual patrols or military brigades,” Lakes emphasized. According to him, the number of military police tasks will include the search for those who evade military service. Ozerov suggested then that the law would be adopted before the end of the year.
In October 2012, there were reports that the Ministry of Defense sent the bill "On the Military Police" for approval to the law enforcement agencies. Then the opinion was expressed that the new structure would be created before the end of the year.
As Kommersant wrote, in the framework of the military department, an actually new special service with broad powers is being created. She will receive operational-search functions with the right to initiate a criminal case, investigation of crimes of small and moderate gravity. In addition, the military police will participate in counter -terrorist operations and suppress the riots. In some cases, military police will be able to cordon off not only military, but also civilians.

The first bill on the creation of the military police was prepared back in 1994, but was never adopted. The deputies proposed to bring out a new structure from the subordination of the military, which met strict criticism from the Ministry of Defense. In addition, the project was recognized as too expensive.
In July 2005, Vladimir Lukin, the Commissioner for Human Rights, stated the need to create a military police as a measure of the fight against hazing. In February 2006, Minister of Defense Sergei Ivanov said that the military police can be created only in the structure of the Ministry of Defense, and its creation may be required for one or two years. However, on February 15, speaking in the State Duma, Ivanov said that the military police would not become a "panacea from grandfature."
