The score of the governors

The Civil Society Development Fund published its first integral rating of Russian governors. The work of the heads of regions was evaluated in many respects, including the economic situation, the assessments of federal and local media, experts and the results of sociological surveys were taken into account.

The public opinion fund, the Federal State Statistics Service, as well as the National Monitoring Service were involved in work on the rating.

The Civil Society Development Fund Konstantin Kostin is one of the structures closest to the presidential administration, it is not without reason that many of its employees have experience in Old Square. In fact, Forso experts know quite well the criteria and assessment methods that are used by analysts in the presidential administration, which means that their rating is quite close to the presentation of the picture of what is happening in the Kremlin.

Depending on the size of the rating of the head of the regions, one of the four groups: “Very high rating” (more than 75 points), “High rating” (65-75 points), “Medium rating”, (51-65 points) and “Rating below average” (50 points and lower).

Dmitry Kobylkin

The maximum rating - 100 points - did not go to any governor. In the first place with 95 points was the head of the Yamal-Nenets Autonomous Okrug Dmitry Kobylkin. Leadership is explained by both natural conditions (the region is rich in resources) and the personal merits of the governor. For example, under Kobylkin, who headed the Yamalo -Nenets Autonomous Okrug in 2010, the construction projects of the Northern Return Moving Railway, the formation of the Yamal LNG infrastructure, as well as the creation of the international seaport of Sabett, which was also spoke of the importance of which Vladimir Putin, has noticeably advanced.

In second place with 93 points is the head of the Kaluga region Anatoly Artamonov. It also does not look amazing - under the leadership of Artamonov, who first won the election in 2000, the region made a real economic leap.

In total, the “High League” is 23 governors. Above 90 points, in addition to Kobylkin and Artamonov, are also the leaders of Tatarstan and the Kemerovo region Rustam Minnikhanov and Aman Tuleyev. In the first ten there are Sergey Sobyanin (88 points) and Ramzan Kadyrov (86 points), the mayor of Moscow and the head of Chechnya, respectively.

Despite the consequences of the summer flood, or maybe thanks to the effective solution of problems, the work of the Governor of the Khabarovsk Territory Vyacheslav Shpl was highly evaluated. He took 11th place with 83 points. Also in the second twenty were the heads of Komi, Moscow, Vladimir and Nizhny Novgorod regions and the Krasnodar Territory - all of them scored 80 or more points.

Among the leaders of the rating there are those who received it, in some way, an advance. For example, President of Dagestan Ramazan Abdulatipov heads the republic for less than a year, only from January 2013, the situation in his region cannot be called prosperous. However, he received a high place due to public opinion polls and expert estimates. Both of them have great hopes on Abdulatipov.

Mikhail Yurevich

It is interesting that the leadership in the ranking does not guarantee the preservation further than the post of head of the region. An instructive example is now the former governor of the Chelyabinsk region Mikhail Yurevich. If January 15, Vladimir Putin had not resigned him, he would have scored 79 points and divided 17-19 places with the governors of St. Petersburg and the Voronezh region.

The problem of the Chelyabinsk governor was that he was extremely unpopular in his region. “You can be an effective, but unpopular governor - you do everything on the rise, while breaking everyone through the knee. Efficiency at all costs is wrong. With all the costs, you demonstrate authoritarianism and rigidity where you need to demonstrate compromises, ”Konstantin Kolachev, head of the Political Expert Group, explained to Izvestia.

The group of governors with a high rating included twenty chapters of the regions. For example, the head of the Amur Region Oleg Kozhemyako, the head of Ingushetia, Yunus-Bek Evkurov and Bashkiria Rustem Khamitov, also got into this group, also got into this group. Following them, the Governor of the Pskov Region Alexander Turchak, who last year was remembered by the sale of his real estate in Nice. Along with it are the leaders of Yakutia and the Irkutsk region (32, 33, 34th place).

The group of governors with the average rating included 26 people. Among other things, these are all governors, one way or another associated with the opposition. Here is the head of the Trans -Baikal Territory, a representative of Fair Russia Konstantin Ilkovsky with 61 points, and a member of the LDPR, the head of the Smolensk region, Alexei Ostrovsky with 56 points, and the former leader of the Union of Right Forces Nikita Belykh, now head of the Kirov region, he scored 53 points.

Among the governors with the average rating and Evgeny Kuyvashev. In the Sverdlovsk region he head, the political situation cannot be called calm: in September, his opponent Evgeny Roizman won direct elections of the mayor of Yekaterinburg, and in January the court ended in the journalistic Aksana Panova - her conditional sentence will still be appealed in appeal.

The Governor of the Volgograd Region Sergey Bozhenov scored even less, his name in the last month was hearing because of the terrorist attacks who had shook Volgograd on the eve of the New Year. He shares 68 and 69 place with his neighbor, the head of the Astrakhan region Alexander Zhilkin, they have 51 points.

The group of governors with the “rating below average”, in other words of outsiders, included 12 leaders. Among them are the most “points” among the head of North Ossetia Taimuraz Mamsurov - 50 points. Behind him is the governor of the Krasnoyarsk Territory Leo Kuznetsov, who recently became famous for being attacked by his own villa in France. Despite the fact that Kuznetsov worked for many years in Norikele and is one of the few governors who have the right to completely openly afford to have such expensive real estate, reputation damage from the robbery is still too noticeable.

Among the lagging people, the governor of the Perm Territory Viktor Basargin suddenly turned out to be suddenly. He moved to the post of head of the region from the post of Minister of Regional Development, that is, in fact with a decrease. He has a fairly great experience and administrative weight in the capital, but this, apparently, was not in demand in Perm.

Oleg Bogomolov

The Governor of the Yaroslavl Region Sergey Yastrebov with 42 points, the head of the Tver region, Alexei Shevelev with 41 points, the head of Karelia, Alexander Khudilainen with 40 points, Udmurtia Alexander Volkov with 38 points, and, finally, the Governor of the Kurgan Region, Oleg Bogomolov, who scored only 37 points.

Arsen Kanokov would be among the outsiders, but on December 6 he was shifted from the post of head of Kabardino-Balkaria and never got into the final version of the rating.
