In Kyiv, the Maidan refuses to fulfill the amnesty law
Both the authorities and the opposition do not exclude the "power option" of the development of events in Ukraine - despite the agreements reached
In Kyiv, the Maidan refuses to fulfill the amnesty law, called, according to the authorities, to resolve the crisis in the country. In the Ukrainian Helsinki Union for Human Rights, they say that the Verkhovna Rada puts Ukraine on a par with pirates and terrorists with this law.
The law on the amnesty of the arrested and investigated by activists of the Maidan, adopted by the Verkhovna Rada in the evening of January 29, did not reduce, but, on the contrary, strengthened tension. This document was not supported by the parliamentary opposition. As a preliminary condition of the amnesty, the law provides for the release of not only administrative buildings and roads, as previously approved. According to the Minister of Justice of Ukraine, Elena Lukash, for 15 days, demonstrators should leave the buildings captured by the regional administration and the Kyiv city hall, as well as unlock in the capital of Grushevsky Street and other streets and squares, except for those where peaceful actions are held.
Demonstration participants in Kyiv work out actions to protect against attacks from the police On Independence Square, they said that they would free the main metropolitan square adjacent streets and state institutions only after a change of power in the country.
Having approved the amnesty law, the team of the head of state received extra time to prepare for the power option, ”said Inna The Theological, the Verkhovna Rada deputy, said the Verkhovna Rada deputy :
“The authorities received a break to regroup forces and go to the power option. They will use these 15 days, during which people must free the administration, in order to get rid of everyone who, from their point of view, does not obey the first click, and group forces for a real attack on their own people. The only way to get out of the current clinch is to return to parliamentary and presidential form reign, ”the theological.
According to the General Prosecutor's Office, 234 people were detained during mass shares, of which 140 were arrested. However, according to the headquarters of national resistance, by this time there are about 300 Maidan activists in police and pre -trial detention centers. At the same time, about 30 of them did not participate in any promotions. The opposition calls all the detainees hostages of power and requires their immediate liberation without any conditions.
Police forces near the place of clashes with demonstrators In the Ukrainian Helsinki Union for Human Rights (Uhspch), it is noted that the Law on the so -called “amnesty” adopted on Wednesday, the Verkhovna Rada puts Ukraine on a par with pirates and terrorists. Human rights activists state: “In fact, this document admits that everyone who was detained during the last protests is only in custody in order to force other persons to take the actions provided for by the amnesty law (the liberation of roads and buildings, etc.).” The Uhsphch recall that, according to the Criminal Code of Ukraine, “capture or hold of a person as a hostage” is punishable by deprivation of liberty for a term of five to eight years.
Meanwhile, the authorities say that the amnesty law is already a third compromise on their part after the resignation from the post of Prime Minister Nikolai Azarov and the abolition of nine laws adopted on January 16. However, Yanukovych has not yet signed the cancellation of the so -called “dictatorial” laws, on the basis of which he delays people with the attributes of the Maidan.
Each side fears that the agreements will not be observed. The opposition reproaches the authorities that it had previously violated the agreement, and the authorities say that the opposition is not controlled by the Maidan. And the power option remains on both sides
“After the Rada adopted these laws, Yanukovych signed them instantly, and he hesitates with the signing of the law on their cancellation. That is why the police continues to atrocity. The authorities do not want to change at all. He fools people, just pulls time and prepares reprisals against everyone. This means that we must tighten his demands,” the opposition deputy of the Verkhovna Rada Andrei Senchenko is convinced.
In an appeal to citizens of Ukraine, published on Thursday, Viktor Yanukovych accused the opposition of escalating the conflict, emphasizing that the opposition urged people to stand in the cold for the political ambitions of several leaders.
Predicting the development of further events, the director of the Institute of Public Policy, Kost Bondarenko does not exclude that not only power, but also the opposition can resort to the power option.
“Each party is afraid that the agreement will not be observed. The opposition reproaches the authorities that it has previously violated the agreements, and the authorities say that the opposition does not control the Maidan. And the power option is on two sides. The opposition has not refused to seize state buildings, and this practice can continue, since in this way the authorities can demonstrate their strength. At the same time, the authorities have not finally abandoned the authorities. plans for the introduction of a state of emergency and force exposure. "
