The bill on criminal liability for the rehabilitation of Nazism will be submitted to the State Duma after five years of revision, the author of the document, the chair of the Committee on Security and Anti-Corruption Irina Yarovaya, announced on Friday. She did not name the deadline for submitting the bill.

The document, handed over to journalists, provides for a fine of up to 300,000 rubles or up to three years' imprisonment for denying facts and approving crimes established by the Nuremberg Tribunal, as well as public dissemination of knowingly false information about the activities of the USSR during World War II, "connected with the accusation of committing crimes established by the verdict of the International Military Tribunal." The same actions committed using official position or using the media are proposed to be punished by a fine of 100,000 to 500,000 rubles or a five-year prison term.

The project will be introduced as a new version of the document proposed to the State Duma in 2009 (among its authors were Yarovaya and former leaders of the United Russia faction), Yarovaya explained to journalists. The new version is verified from the point of view of international law and will not have dual interpretation and law enforcement, the deputy is sure. The Supreme Court gave a positive review of the bill, the parliament has no grounds for rejecting it, Yarovaya believes.

The project has a "protective", preventive value, Yarovaya believes. Foreign citizens can be held liable under it, said participants of the meeting of the patriotic platform of "United Russia", where the bill was discussed.

Among the countries where Nazism is being rehabilitated, experts most often mentioned the Baltic republics and Ukraine: Bandera's fans came out to the Ukrainian Maidan, said the participants of the meeting. In Ukraine, something that should never have been revived has been revived, agreed Yarovaya. She called the Ukrainian events "betrayal of the elites." The correct Russian laws will help Ukrainian anti-fascists, said the leader of the Ukrainian organization "Slavic Guard" Vladimir Rogov.

Some experts have also suggested adopting in Russia an analogue of the American "Magnitsky Act" to ban entry and seize the financial assets of foreigners who rehabilitate Nazism.

Director of the Russian State Library Alexander Visly proposed to extend the scope of the project not only to the media, but also to books: the Russian State Library is obliged to keep even "bad" books in its collections and issue them to readers. War veteran Vladimir Kartashevsky indicated specific books that should be banned - the works of Viktor Suvorov. Director of the Institute of Foreign Policy Research and Initiatives Veronika Krasheninnikova is dissatisfied with the work of former Moscow Mayor Gavriil Popov "I Summon the Spirit of General Vlasov": Vlasov is the Russian equivalent of Bandera, she believes.
