According to investigators, the crime was committed from June 2007 to March 2009. At that time, the current chairman of the Murmansk Duma, Vasily Shambir, was a shareholder, member of the board of directors and general director of the “Kandalaksha experimental engineering plant”, which at the end of 2012 underwent bankruptcy.

“The appropriation of funds, according to the investigation, was carried out by distributing checks to the personal driver of Vasily Shambram, who then transferred funds to his boss,” explained the head of the department for the investigation of especially important cases of the Investigative Department of the Investigative Committee of the Murmansk Region Maxim Lukichev .

Using such a scheme with checks, Shambir was able to assign more than 42 million rubles, are confident in the Investigative Committee.

On the night of February 3, Shambir returned from Moscow, where he was on a business trip. On the same day, he met with local journalists.

Shambir explained that he learned about the initiation of a criminal case from the press messages. On January 31, through the press service of the regional parliament, he distributed a statement that neither he nor his lawyer received no notifications about changing his status in a criminal investigation and the need to appear for interrogation. Today it became known that the notification was awarded to the chambir on time.

“The criminal case is exclusively economic in nature, does not apply to the political activities of an official of the Murmansk region,” said Maxim Lukichev , head of the department for the investigation of especially important cases of the Investigative Department of the Investigative Committee of the Investigative Committee of the Murmansk Region.

On January 31, the membership of Vasily Shambram in the United Russia party was suspended until all the circumstances of the case were clarified.

The Murmansk political scientist Konstantin Girato believes that there is no political background in this matter. In particular, he does not support the version that the criminal case against Shambiba was instituted with the sanction of the governor of the Murmansk region Marina Kovtun. Konstantin Glavatsky is confident that the criminal prosecution of Shambiba is unprofitable to the governor against her plans to go to the polls. The resignation of chambers, the redistribution of posts - all this will withdraw the Duma from the working condition and will complicate the preparation of the region for the elections.

Law enforcement agencies learned about the involvement of the chairman of the regional Duma in the Kandalaksha experimental engineering plant during the investigation of criminal cases against Gennady Shubin, an adviser to the ex-governor of the Murmansk region Dmitry Dmitrienko. Previously, he was the head of the large energy company Kolenergosbyt and controlled the communal market in the region.

In the same period when Shambir served as the general director of the plant, Shubin was the chairman of the board of directors and was actually the owner of the enterprise. Now the former adviser was charged immediately under three articles of the Criminal Code of the Russian Federation: embezzlement, fraud and legalization of funds acquired as a result of a crime.

The preventive measure against Vasily Shambram will be determined immediately after the interrogation, which is scheduled for February 5. The sanctions of an article, which is charged with the chairman of the Murmansk Regional Duma, provides for imprisonment for up to 10 years.
