The Moscow City Duma was involved in security in the capital's schools. To take care of this problem of deputies was forced by the tragedy that occurred on February 3 in Otradny.
A 10th grade student came to his own school with several guns and, threatening the guard with a weapon, went freely into the office, where he shot the geography teacher. The guard, in fact, came in handy only to press the alarming button - thanks to this, the police outfit arrived at the scene after 25 minutes. The teenager was able to shoot one policeman, after which he gave up.
Sergey GoncharovSergey Goncharov, Deputy Chairman of the Mosgorduma Commission for Security, has already proposed to provide guards at the school with elementary means of self -defense - shockers, as well as batons - both electric shock and ordinary.
According to Goncharov, today the security guard at school performs the function of a conventional watchman and is not able to prevent any serious offense. Many guards are not even able to apply physical strength - often pensioners or women are sitting at the post. It turns out that the most severe weapon in the hands of the guard is a alarm button for calling the police outfit.
The deputy also thought about the equipment of the school with the framework of metal detectors. At the same time, the parliamentarian noted that the distribution of all school guards of body armor will only worsen the situation-many, due to the severity of such a protective equipment, will not even be able to get up.
Anatoly YakuninThe head of the metropolitan police Anatoly Yakunin, in turn, promised to check all the capital's schools for security for two weeks. Yakunin also did not exclude that in educational institutions they would increase the staff of the guards.
Politics and officials are talking carefully about the school security weapons - according to the current rules, you will have to put two people on one shift, as well as pay them noticeably more, since employees of the PF with a license for wearing weapons receive a noticeably higher salary.
As often happens in cases of extreme tightening of the legislation, it is not very clear how the innovation proposed by the deputy could save the geography and policeman at Moscow school No. 263.
If the school guard had a stun gun and a body armor, he could not prevent a broken schoolboy to enter the building. Perhaps even the presence of a pistol in the holster of the guard would not change the course of events. In general, it is almost impossible to come up with an increase in security, which adequately coped with a similar threat in thousands of Russian schools.

Employees of private security enterprises are on duty in each store, sitting at the entrance to each administrative building. Today in Russia there are over 25 thousand private security enterprises, in which more than 680 thousand people work. Moreover, quite healthy people, not weak pensioners, work in such an unproductive industry.
Under the protection of Chopov there are over half a million objects. These, of course, including potentially dangerous objects, which in any case need protection. But in the bulk, these are shops, cafes, grocery shops, shopping centers and many other publicly public places that do not need any other countries or are guarded by the police.
And in each store, the buyer can observe how a man in a pseudo -police uniform sits in a corner on a chair and guesses a scanword or watches a compact TV. In the worst case, the guard will show that in the Russian language the name “Wacher Syndrome” is the desire to complain about each passing to demonstrate their own power.
The Ministry of Internal Affairs loves to report that Chopovtsy help police officers to protect the law and order, delay thousands of offenders and sometimes even suspects of crimes.
In addition to Chopovtsy, 780 thousand police officers support the order with Russia - that is, in the general account, every hundredth citizen of the country, given how it is found, children and old men chained to beds.
At the same time, a huge amount of guard cannot physically prevent tragedies - and the shooting in the capital's school and the New Year's explosion at the station in Volgograd are an example.
It is possible to prevent shooting at the Moscow school would help the compliance with the law on weapons by the father of a minor criminal - he kept guns and cartridges in an accessible place for children. In the metropolitan police department, they have already promised to pay special attention to the storage of weapons by Muscovites.
Fearing mass inspections, the metropolitan owners of the weapon have already reached out in stores for specialized safe - according to the law, weapons and ammunition must be stored in them. According to sellers, citizens often do not buy a real safe after receiving a license for weapons, but a metal box with a lock from a mailbox. The district police officers do not always come with a check, and such a box calms the conscience. Now, Muscovites are clearly concerned about the acquisition of real weapons safe.
It is unlikely that the average Russian will notice the strengthening of school security, the appearance of rubber batons in Chopovites in stores or installing frames of metal detectors in crowded places - they will still not use them. The problem is that after each tragedy, Russians are faced with legislators who seem to have become infected with the same “watchman syndrome”. Instead of considering the reasons that led to the deaths of people, and ways to prevent repeating such cases in the future, it is most often proposed to intensify the guard - a simple, expensive, but ineffective solution.
