The new station complex is striking in the imagination: that old, Soviet, now restored and clean, like a museum exhibit, looks wheelchair, parked next to a walking excavator. However, the police at the stations and streets of the city on registration on the first time heard for the first time. Only one remembered: for the lack of registration, now it is necessary to fine five thousand rubles. But where, in fact, it is necessary to register - it was difficult to say.

As I was going, I am going again in Sochi in the afternoon, again on the "Swallow". My task is to check the protection of railway infrastructure objects from terrorist attacks. I want to look at the entire system, starting from the Sochi railway station. At first glance, everything is in order: dozens of police officers at every step, five -meter fences made of steel wire, beautiful glass pavilions attached to the station for an in -depth inspection.

С фугасами дело обстоит совсем плохо: противотаранных систем, способных предотвратить прорыв заминированных автомобилей к павильонам досмотра и зданию вокзала, ваш «диверсант» не обнаружил. Только два хилых шлагбаума. А ведь это несложно и недорого. Вспоминаю свои разведвыходы к военным объектам НАТО в Западной Европе. Помню, удивлялся на первый взгляд «слабости» противотаранных конструкций у американских морпехов — какие-то дизайнерские канаты между стальными чушками натянуты! Оказалось, зря посмеивался. Товарищи постарше объяснили, что это абсолютное ноу-хау: такие канаты даже танк не преодолеет — начнет карабкаться, оторвет гусеницы от земли, а с ними всю силу свою потеряет. Почему здесь, в Сочи, не использовали? Ведь об этих натовских канатах в отчетах моего «Вымпела» все есть. Даже с рисунками. Ну ладно, не до канатов — так положите бетонные плиты на направлениях возможного тарана! Ведь есть опыт чеченских войн, где грузовики со взрывчаткой неоднократно прорывались к зданиям. Или снова авось пронесет?

Угрозы для «Ласточки»

Когда едешь по железной дороге, на перегоне от Сочи до Олимпийского парка бросается в глаза: станции суперзащищены, а инженерных средств защиты железнодорожного полотна практически нет. С профессиональной точки зрения это глупо. Нанести мощный удар по поезду с помощью самодельных фугасов можно и на пути его движения. Жертв будет точно больше! Главное, чтобы были пути скрытного подхода и удобные для закладки взрывчатых веществ места.

Идеальным в этом смысле местом на прогоне между Мацестой и Хостой являются широко известные сочинцам так называемые «прокурорские эллинги» — гаражи для яхт и моторных лодок, которые были построены совершенно незаконно еще лет десять назад. На самом деле это никакие не гаражи — недорогая гостиница, на 300 человек. Одно из строений гостиницы, что ближе к Хосте, заброшено и представляет собой идеальное место для закладки фугаса, способного уничтожить целый железнодорожный состав: от окон этой рассыпающейся бетонной хибары до поезда не больше 20 метров. И при этом они у меня пену для бритья отобрали!

Другое место для террористического творчества — это речка Кудепста. Когда автор проезжал через нее на «Ласточке», в створе с мостом был причален довольно крупный катер с крытой капитанской рубкой. А если на нем размещено тяжелое стрелковое оружие? А если в катере недобитки из Волгограда?

Снова Адлер

В Адлере делаю остановку — на чашечку кофе и проверку привокзальной площади. За мной должок еще со дня прилета: надо убедиться, есть ли там еще один дополнительный периметр контроля, на который я надеялся, стоя в очереди на проверку в день прилета.

Периметра не обнаруживаю — значит, угроза подрыва скапливающихся на входе в здание вокзала людей более чем возможная. Badly. А тут еще на 10 минут вырубается свет. После остановки «Олимпийский парк» система охраны железнодорожного полотна начинает меняться в лучшую сторону: вдоль путей идет крепкий забор со сложной для преодоления, острой, как бритва, и опасной для жизни проволокой «егоза». Тут и там мелькают военнослужащие в полевой форме. На вершине небольшого холма, не менее удобном для закладки фугаса, чем «прокурорские эллинги», боец копает окоп. Наверное, будет наблюдательный пункт или огневая позиция для обороны опасного участка.

Чуть ниже под горой расположен палаточный лагерь внутренних войск. Вывешенный напоказ на заборе белый леопард на черном фоне — шеврон внутренних войск. На подъездах к туннелям инженерные сооружения становятся реально непреодолимыми. Ведь могут, если хотят!

Попытка подняться по канатной дороге заканчивается ничем. Туристов на гору уже не поднимают. Подняв голову, сквозь проливной дождь смотрю, как из непроглядной хмари на меня выплывают закрытые кабинки с военными. Говорят, там, выше по склону, лежит неплохой снег. Мне, озябшему и промокшему до нитки, в это верится с трудом.

Из кабинок выходят молодые молчаливые ребята в горном обмундировании и зимних маскировочных костюмах — белых в рябую, неровную крапинку. За плечами — отменные импортные рюкзаки, в руках — длинные чехлы, очевидно, снайперские винтовки. Сразу видно, что это офицерский состав — так свободно и по-хозяйски они идут в сторону самого дальнего отеля.

Кажется, за горный кластер можно не беспокоиться — не сравнить с прибрежным. Зимой держать (контролировать) периметр в горах не так сложно, как летом. Нетронутый снежный покров сразу расскажет о несанкционированном проникновении. А уйти по сугробам от натасканного для работы в горах спецназа, очень и очень непросто. Такое под силу только самым лучшим профессионалам.

На обратном пути из Красной Поляны ловлю частника. Им оказывается Геннадий — инженер-электрик, обслуживающий местные подстанции, а в качестве халтуры налаживающий аппаратуру интеллектуального контроля на олимпийских объектах. Дорогущая система распознавания лиц пока дает сбои — когда он с напарником подходит к видеокамере, на компьютере загорается надпись: «Неопознанные вещи».

Понимаю: вот кто мне объяснит, почему паспорта болельщиков — карточка размером с тетрадный лист, закатанная в ламинат — такие большие? Гена делает таинственное лицо и, протягивая мне свой паспорт с разошедшимся по краю ламинированием, говорит: «Посмотрите, какой там огромный чип вклеен. Это для того, чтобы все ваши перемещения из зоны в зону лучше фиксировались. Как в супермаркетах — только стойки не пищат, а отправляют сигнал на центральный компьютер». Ясно: это контроль перемещения болельщиков. Неплохо, если таких чипов нет уже у нехороших ребят.

Conclusions

Сказать, что Олимпиада в Сочи совсем не защищена, было бы неверно. Она скорее защищена в свойственной нам манере — если что, воевать будем не умением, а числом. Драйв у бойцов есть, желание справиться с поставленными задачами, достойно представить Россию и защитить людей — огромное.

Горный кластер (Красная Поляна) в целом защищен вполне прилично. Прибрежный кластер — значительно хуже. Но почему такой контраст в инженерной защите? И вдруг меня осеняет: концепция охраны и обороны Олимпийских игр не предусматривает эшелонированную защиту самого города Сочи!

Если моя гипотеза верна, то в ходе Игр вполне неплохо будет прикрыт Олимпийский парк (место проживания спортсменов и участников Олимпиады), транспортные артерии, связывающие прибрежный кластер с горным, и собственно Красная Поляна. То есть две защищенные по максимуму зоны с хорошо прикрытой транспортной артерией между ними.

Сказать, что Олимпиада в Сочи совсем не защищена, было бы неверно. Она скорее защищена в свойственной нам манере

Советы профессионала

Все дыры в системе безопасности Олимпийских игр еще можно «заштопать». Труднее всего, с моей точки зрения, дела обстоят с возможно заранее заложенными закладками ВВ (взрывчатого вещества). Но если очень захотеть, можно все прошерстить еще не один раз. Если у нас такой техники недостаточно, можно позаимствовать у израильтян. Они в этом доки. Ведь не слабо было нам притащить в Гватемалу каток для танцев на льду!

Далее по пунктам:

1. Проникновение террористов и провоз на территорию Большого Сочи взрывчатых веществ и иных средств совершения терактов в последние две недели значительно затруднены. Вместе с тем заблаговременную подготовку террористами атаки на олимпийские объекты исключить нельзя.

2. Наиболее безопасными территориями для гостей Олимпиады являются: Олимпийская деревня, крытые спортивные сооружения Олимпийского парка (там предусмотрен дополнительный контроль на входе), участок дороги от Олимпийского парка до горного кластера и сам горный кластер.

3. Наименее безопасными местами для гостей Олимпиады являются железнодорожный транспорт, в том числе электропоезд «Ласточка» на участке дороги от Адлера до Сочи, сочинский железнодорожный вокзал, туристические маршруты и городские пространства Большого Сочи (гостиницы, рестораны, парки, променады, галерея бутиков в центре города и т.п.).

4. Базирование (конспиративное проживание) террористов наиболее вероятно в частном секторе. Для выявления возможных конспиративных квартир, городских баз и тайников террористов необходимо значительно усилить систему режимных мер и в первую очередь активизировать профилактическую работу участковых инспекторов с населением своих микрорайонов.

5. Особое внимание следует обратить на населенные пункты, расположенные, как поселок «Веселое», на удалении прямой видимости от объектов приморского кластера. Строительные свалки должны быть обследованы на предмет оборудования в них крупногабаритных тайников, предназначенных для хранения средств террористических нападений: взрывчатки, взрывных устройств, а также армейских средств общевойскового боя типа НУРСов (неуправляемых ракет), ПЗРК (переносимых зенитно-ракетных комплексов) и т.п.

6. В обязательном порядке следует дополнительно усилить охрану железнодорожных путей на отрезке Сочи — Олимпийская деревня. Особое внимание следует обратить на противофугасное обследование так называемых «прокурорских эллингов» и других строений, расположенных в непосредственной близости от проходящих поездов, в том числе морского причала на реке Кудепста.

7. Сочинский вокзал необходимо срочно оборудовать противотаранными сооружениями.

8. Привокзальные площади в Сочи и Адлере на период Олимпийских игр перекрыть дополнительными периметрами оцепления, предусмотрев маршруты распределения людских потоков к пунктам досмотра, то есть растянуть очередь, начиная с периметров привокзальных площадей.

9. Усилить охрану городских культурных пространств. Провести ускоренную подготовку администраторов и охранников всех городских кафе, ресторанов и иных мест естественного скопления людей по программе курса минимальной контртеррористической безопасности. Обязать такие учреждения на период Олимпийских игр иметь собственные службы (дружины) контртеррористической безопасности.

Не сомневаюсь, что в органах, отвечающих за безопасность Олимпиады, накоплены тома подобных отчетов, содержащих сделанные автором выводы и предложения. Однако, как это часто бывало в нашей истории, профессионалы оказываются бессильны перед интересами власти и бизнеса.
