Yesterday's completely breathtaking story with Oleg Mitch - in his two dissertations of the Dissernet examination, huge pieces of the same time as someone else's text that had been absorbed there, and it even turned out that he turned out to be a scientific leader, the opponent of other “customers” of the famous “dissection factory” at the MPGU, somewhat distracted us from all other remarkable events in another remarkable event. Stories of the fight against fraud and scams on the basis of scientific certification.

A large interview with the Minister of Education and Science of Russia Dmitry Livanov was published in Kommersant. A significant part of it is devoted to the work of our community and why the minister considers this work to be harmful, unnecessary. To the question of how he relates to the activities of Dissernet, the minister decisively replies: “I do not belong. But I can express my opinion on you about this whole story. ” And expresses very decisively.

Of course, we are very grateful to the Kommersant journalist (it’s a pity, for some reason there is no signature for the interview) for the fact that during the further conversation he told the interviewed minister many interesting and important things about our work, which, judging by the answers, were completely unknown to this. But still, we would also like to take part in the discussion of problems with which we have already somehow been akin to: we have been engaged in them intensively for more than a year. What if at least something from our activity is still somehow useful to Dmitry Livanov for some reason. Well, or the next minister who has come to his place. Or the next behind him. Or the next further ...

Minister Livanov and Soul flour

First of all, let's note one topic, which in the entire interview of the current minister seems to us the most important. Moreover, for Dmitry Livanov, it is clearly also very important, since it is on her soil that he clearly visible cognitive dissonance. This phenomenon is defined by psychological science as “a state of mental discomfort caused by the simultaneous presence in the psyche of the subject of contradictory, logically incompatible representations, views, mutually exclusive needs, motives of activity that sometimes lead to internal conflict”.

Well, here. “By law, we can now check those dissertations that have been protected over the past three years. If earlier, we do not even have the right to consider the appeal, ”Minister Livanov describes his position when he answers the question of why Dissernet, according to the journalist,“ sends all the data for examination to the highest certification commission and the Ministry of Education and Science, but receives only unsubscribes ”.

However, further the same Minister Livanov reports: “But morally, of course, there is no statute of limitations. As a person who has been engaged in science for the best 10 years of his life, I will never understand these people with fake dissertations. This is either a complete misunderstanding of what scientific work is, or just a direct deception. Both of me, except for contempt, does not cause any feelings. But as an official, I can act only in a certain framework. ”

Thus, Minister Livanov has to recognize one of two: either his legal position is immoral, or his moral position is lawlessly.

It would seem that this inner contradiction cannot be overcome without someone's decisive intervention from the outside. Meanwhile, the Minister Livanov himself would be completely easy to get rid of cruel dissonance in the soul, simply having achieved the abolition of the instructions that bring him such flour. The very one that he for some reason does not dare to overcome. Yes, this will require some procedural perseverance and even certain hardware courage: after all, it is necessary to inform the authorities their own opinion and argue it. But as a result, it is free, finally free, no more split personality.

The fact is that the document, the commandant to the Minister of Education and Science, together with all his subordinates, the immoral (according to Dmitry Livanov himself) the norm with a three -year period for canceling the fake dissertations is not imposed at all to the Constitution of the Russian Federation and even does not go back to the gospel and, moreover, not to the glaines left to us by grandfathers and great -grandfathers. He is just a decree of the government-a document of one of the “weak” categories in the hierarchy of state rule-making, developed in the bowels of the same ministry. Of course, at the final stage of issue, he was enriched with some ideas of officials from the central apparatus of the Government of the Russian Federation and signed by the Prime Minister. In particular, it seems that it was at this stage that the famous norm was formed in it about the “amnesty” to all fake dissertations, protected more than three years ago.

The link to mysterious unnamed "lawyers" who forbade the minister to "worsen the position of a person", it looks strange. As a result of their efforts, on the contrary, there was a collision of the terms that had twice changed back and forth: due to the fact that the “statute of limitations” had at first a ten-year duration, then a three-year-old, and then again a ten-year-old, it turned out that the dissertations who were defending, say, in 2008 (when a 10-year norm was in force) are now rejoicing in the three-year period prescription, and the poor fellow, whose defense has been, for example, for 2012 (when the term was 3-year), now they will “suffer” for the full ten years. Such absurdities happen when the norm is inserted into the finished text in a hurry, in the last second. But it is then that the ministerial will is needed in order to adjust this hasty stupidity in accordance with common sense and law.

In short, it is difficult to imagine that the industry resolution, which, as it turned out over several years of its application, helps scammers and scammers to evade responsibility and allows thousands of impostors to walk with false diplomas about their "scientific degrees", could not be canceled. You never know in the world unsuccessful instructions, orders, regulations and conditions that both were born and sunk into oblivion without a trace?

It is precisely such a decision - simple and fair - are required by the Minister and the Government as a whole thousands (thousands!) Scientists who signed the application for the need to cancel the absurd “statute of limitations” . A little later, the same scientists also issued the second statement - about the absurd situation around the falsified dissertations of Pavel Astakhov : the VAK seemed to agree to consider these dissertations, but at the same time she reported in advance that she would not be entitled to take into account the results of her own consideration.

Minister Livanov and knowledgeable people

To the question of the correspondent about whether the Minister considers that the activities of Dissernet are positive, since he reveals the problem of falsification of academic titles in Russia, Dmitry Livanov resolutely cuts off: "They did not open it, for those who know people it was obvious."

And then he continues: “We consider it correct to check that array of dissertations that we have now accumulated in electronic form. It is simply technically impossible to check all the dissertations, because the time spent is colossal - I'm not talking about machine verification, the value of which is very low, but about the substantive expert work. And 50-60 thousand dissertations protected after 2000, it is impossible to check in a continuous way during a reasonable time. Our task is to find and close those dissociates where scientists work who have violated scientific ethics ... "

Unfortunately, reality does not allow us to treat the words of the minister with full trust. And here is one important, on the amateurish, naive gaze of our experts, an example.

On December 31, 2013 (it is on the thirty -first of December, it is completely incomprehensible why on this strange day, but well, suppose that it is no worse than the rest of 364 days a year) the Higher Certification Commission (VAK) under the Ministry of Education and Science of the Russian Federation published its decisions on the formation of expert councils in various branches of science. These expert councils are essentially higher arbitration authorities in the relevant scientific fields. It is they who were given the right to deal with various kinds of controversial and conflict situations in the process of scientific certification, to consider appeals, to eliminate doubts, to determine the right and guilty, etc.

It would seem that in conditions when “for knowledgeable people is obvious” the catastrophic situation in the dissertation sphere, and even there are grandiose plans “to check the massif of the dissertations that we have accumulated now”, it is special responsibility for expert advice, and especially strict requirements should be applied to their compositions so that their authority is unquestioned, and decisions are unconditionally respected by scientific scientific community.

However, in the new ones - it is in the new, just formed - the compositions of the expert councils are detected by amazing miracles.

Because if people are “knowledgeable”, the situation is “obvious”, and these are the appointments to expert councils, then this can only mean that the catastrophic situation in the leadership of Russian scientific certification is intentionally supported by them. And at the same time, the most important control instance is consciously flooded with personnel that discredited themselves in the criminal industry of fake dissertations. And this makes all kinds of attempts to at least slow down the development of this industry, not to mention the fact to eradicate it.

“According to our estimates,” says Minister Livanov about falsifications, “250-300 tips were engaged in a systematic basis. And the goal is to find these fake factories, and the people who acted as opponents or scientific consultants there are blacklisted and prohibit them from now on this activity. It is possible to fix the situation only - to ensure that in the future such violations are impossible ... "

Well? Are you in such an amazing way "finish"? Slowing these same people now also on expert advice? Or are you just not in the know?

It would be nice to pay attention to the fact that the newly formed expert councils, which we have just looked at, will not work in the sectors of science that the minister calls the ministe, he calls the processes of the process, as a result of which a huge number of teachers and scientists in the field of Marxism, political economy and scientific communism have been released. ” This is not some rotten “management of the national economy”, not an illiterate “political science” in the Russian manner, not a primitive profanity of “social anthropology” or meaningless “communications theories”. These are key for the development of Russian society and the state of the region and economics.

Dmitry Livanov speaks about the activities of Dissernet as a “action”, which “has nothing to do with the natural desire of the scientific community to clear its ranks of falsifiers and hack.” At the same time, in order to prove his position, he is forced to fall to a rather primitive demagogy: he is indignant that community experts “post only negative results on their site” and therefore, they say, “a person who is not immersed in this problem, it seems that all scientists are crooks and deceivers”. Here I would like to recommend Mr. to the minister just to look at his leisure at the nearest police station and ask the officer on duty there, which is why this is on the board “Attention, search!” The portraits of honest people are completely not noticeable, but only crooks and killers are posted.

The problem is that just in the activities of the ministry itself, the very “natural desire to cleanse” is not visible. And in order to assert this, it is enough just to take a closer look at specific actions-and most often inaction-subordinates to Mr. Livanov. For example, such as a triumphantly completed process, for example: they managed to endowed with the functions of supreme arbitrators and controllers in the Vakov Expert Councils to university traders for fake diplomas.

В конечном итоге нас интересует не проблема фальшивых диссертаций и даже не проблема диссертаций вообще. Нас интересует проблема фальшивых репутаций. Если хотите, проблема лжи. Просто метод анализа диссертаций оказался удивительно продуктивным и эффективным для изучения той эпидемии тотального вранья, лицемерия и подлога, которой сегодня охвачена российская, с позволения сказать, элита.

Министр Ливанов не может этого не понимать. Но, судя по его словам, министр Ливанов не может этого и не бояться. Хотел бы, но не может. Вот просто не может — и все.
