One of the crazy decrees of President Vladimir Putin, liquidating the Russian Book Chamber, can come true in February. According to the decree of the premises and the functions assigned to the book chamber, they pass to ITAR -TASS, and then it is the state propaganda body that will assign books identification numbers and distribute copies to libraries. There is about as much meaning in all this, as if the duties of the book chamber were transferred to Olympstroy or Rosrybolovstvo.

At first, why this can happen in February, very likely in March, is not excluded in April, and I can’t predict further. The point is just in publications that should be stored in the main national libraries. This procedure is regulated by the 77th Federal Law (“On the Compulsory copy of the documents”, adopted by the State Duma in 1994), and exercises-according to the law-precisely the Book Chamber. In practice, it looks like this: printing houses (in Russia is assigned to them), sixteen copies of each printed book and brochures, nine copies of newspapers, as well as geographical maps, notes, leaflets, factory multi -tires and publications in the languages ​​of the peoples of Russia are sent to the Book Chamber - there are standards for everything. One instance settles in the book chamber for eternal storage, this is our national strategic stock - about 120 thousand books annually, with newspapers and leaflets the score goes millions. The rest of the book chamber sends to the libraries from the list of recipients of a compulsory copy; Two copies of each book in Russian and one in the languages ​​of the peoples of Russia are sent to the Russian State Library (Lenin) and to the Russian National Library (Public). The system does not work perfectly, but good: conscientious publishers themselves do not mind working for eternity, unscrupulous can always be frightened by tax audits and responsibility for undeniable sixteen books. With violators of the law on the compulsory copy and even with the “Russian Post”, the book chamber is not sued - it acts with conviction.

Putin's decree is introduced to this well -established mechanism. This is what can happen in February, March or in April - until February 12, the Duma culture committee, which oversees this law, collected reviews, proposals and comments, and then it all depends on the forces that include a frantic printer. After the law has been officially changed, the book chamber will have fifteen days left for the final self -destruction.

And here the intrigue begins. Because the law can be rewritten in different ways, and it is still unknown how it will go there in the Duma. You can mechanically replace the “Book Chamber” with “ITAR -TASS”. You can delete the book chamber from the law on the mandatory copy, but in return not to fit anything, let these specimens send themselves as they can. You can, in the end, assume that the parliament will not be a place for discussions and the deputies will try to understand that the news agency is not too suitable for the role of the custodian of the book heritage. It may even be that the devil does not joke, they will manage to redo the law in such a way in order to at least slightly correct the Presidential Bloor.

By and large, the book chamber has two hypothetical heirs. One is ITAR -TASS, and there is no logic in this inheritance, except for the presidential one. The other is one of the two largest libraries, storing, like the book chamber, our strategic book reserve, and the Moscow Leninka or the Petersburg Public would come to this role quite. The initiative from the Russian State Library to accept part or the entire package of the functions of the book chamber has already entered the Duma. And even more than that: the Ministry of Culture is ready to include a mandatory electronic copy in the law. Here, apparently, it's time to ask the question of what considerations on this subject are in ITAR -TASS. Alas, the news agency, which headed for propaganda with a human face, remains completely closed. On all questions regarding the fate of the Book Chamber, we received only formal replications of the director of the Department of Corporate Communications. To discuss options, to think through the strategy, to speak seriously and are clearly not ready to answer their words in the agency-there is nothing to say.

Nevertheless, there are any advantages in the idea of ​​transmitting a book chamber under the wing ITAR-TASS? Perhaps only one thing: the transfer of people and functions to the organization of such an alien will allow the book chamber to maintain integrity at least for the first time. Everything else is more likely minuses, and the matter is not only in the absolute indifference of the state media to the fate of an unexpectedly, unsuccessful gift. The news agency and the national book depository have different measurement of time: some live for news, others for eternity. In the future, ITAR -TASS - intrigues, fluctuations in the political course, sinking to the powers of this world. In the future, the largest book collection has standards for working with printed and electronic publications and dialogue with leading collections of the world. Unless, of course, our book collection has some kind of prospect.

The main minus of the hypothetical association of the Book Chamber with the RSL is clear what - this unification has not been said about the presidential decree about this, and the sunk of all advisers, ministers and deputies may simply not be enough; In the end, the book chamber is not the reason that one of them was ready to risk not only a career, but even with mental balance. There is at least one undoubted dignity in the idea of ​​merging the book chamber with the Russian State Library, and if this happens, it will come out right on the proverb "there would be no happiness, and misfortune helped." It is no secret that Leninka’s book depository, a 14-story building on Starovagankovsky Lane, on the tasks of the library, has exhausted its capabilities. New books need new premises, and questions begin here. There is a small plot in the same place, in Starovagankovsky, but, firstly, in the city, and not in federal property, and secondly, it has a house with privatized apartments (judging by appearance, it must collapse for a long time, but has not yet collapsed). Finally, thirdly and the main ones, it is not difficult to guess how our authorities, that Moscow, that federal, are glad to give gold meters in the center under some library. The director of Leninka, however, says that this is not the main thing: even if the authorities are split, they will resettle residents and give the library a piece of land between the Ministry of Defense and the Pashkov house, this will solve the problem for only thirty years, and then the next repository will be crowded. As an alternative, now we are talking about Kommunarka near Moscow - to everyone who imagines the degree of efficiency of Leninka’s employees and the scale of Moscow traffic jams, it is clear that it means to dilute the reading rooms and a storage of 20-30 km to simply destroy the library. In this situation, joining the book chamber with its repository in Mozhaisk can become a salvation: to store three copies of each book is easier than two, you can remove something in the boxes (in the library language this is called “stagnation”) and wait until better times. To the supreme chiefs, who may not want to destroy book meetings, but create them.

The issue of real estate remains, but this area is even darker than the intentions of the State Duma deputies. The book chamber operates in three buildings - the administrative building on the Kremlin embankment and the storage in Mozhaisk belong to it as operational management, premises on the Oktyabrskaya street (it is there the entire technological complex for receiving books and sending mandatory copies) federal structures are rented from Moscow. She is ready to tell how long this building needs restoration and how to restore the state every year, but about this - as you said, “squeeze”? - She does not know anything. Well, it did not remain long - after the Duma makes edits to the law, everything that the book chamber owns will go to the Federal Property Management Agency, and from there to the new owners. It is possible even that optimists say that ITAR -TASS will be this new owner. Although, it would seem, why should he - with premises in the center of Moscow with the agency and so everything is in order.

In the meantime, we will monitor this exciting plot, small regional and municipal libraries, where the account is not on thousands, but on live books, will be left without new products.
