During the last crisis in October 2013, when the federal departments were closed for more than two weeks due to the lack of budget, the parties in the Congress were convinced that the political confrontation was harming both in the eyes of voters. The US legislation contains a rare norm according to which the Congress must legislatively establish a state debt ceiling in addition to expenses laid down in the budget. Republicans in the Congress refused to hold a budget and increase the debt ceiling, while the Democrats controling the Senate and the White House do not agree to inhibit the health care reform, which is considered one of the main initiatives of the current US president and to sharply reduce the budget deficit. Meanwhile, many federal institutions partially closed from October 1 last year due to the lack of a budget for the new financial year. As a result, about 800 thousand federal civil servants were sent on vacation, about 1 million people worked without a salary. Barack Obama then stated that the reform law was adopted three years ago and its action could not be the subject of discussion.
