Roskomnadzor will look for ways to solve the problem associated with the possibility in the Yandex search engine browser to view sites with illegal information. This was reported by Interfax with reference to the press secretary of the department Vadim Ampelonsky.
"The problem associated with the Yandex browser and the opportunity to see it with illegal information included in the register of our department with the help of it. We really exist. We know that through the browser of this search engine in a certain mode you can access illegal information, which opens up certain opportunities for unscrupulous users," Ampelonsky said.
At the same time, he clarified that Yandex is not a communication operator, and the authority of the department does not include checks of this company. “At the same time, we certainly cooperate with Yandex on various issues and will look for ways to solve this problem,” the spokesman said.
Earlier, Izvestia reported that the Yandex browser allows you to view sites from the "Black List" in the "turbo mode". This is due to the fact that the browser uses Proxy servers to optimize loading. The request for them is in encrypted form, which does not allow operators to limit access to operators. Several more browsers and online services also have similar capabilities, the publication notes.
“If Yandex, in pursuit of the speed of loading pages and saving user traffic, opens loops for sites with illegal information, then we are talking about a violation of the law,” Mizulin said. “The Committee on Family, Women and Children will send a request to Roskomnadzor with a request to verify Yandex technology. If necessary, the Committee initiates amendments to the law, she said.
Yandex does not violate the current legislation, said Alexei Kazakov, head of the Subcommittee of the Duma on the Internet and the development of electronic democracy. However, it is necessary to adjust the issue and the subcommittee is ready to do this, he noted.
On November 21, Roskomnadzor, the Russian Federal Drug Control Service and Rospotrebnadzorapproved a single list of criteria for prohibited information on the Internet. The joint order of the three departments defines what should be considered child pornography, propaganda of suicide and drugs.
This work of the department was carried out earlier. Currently, Roskomnadzor is maintaining a register of the Internet resources to be trained . It was introduced by the Law "On the Protection of Children from Information that harm their health and development" from November 1, 2012.
According to the law, the owners of sites and hosting providers are given three days from the date of notification in order to delete harmful information. Three days later, an employee of Roskomnadzor checks the label pages, and if the prohibited information on them is still available, he enters the entire site to the register. After that, all Russian Internet providers must block access to the site.
On February 1, the Lugovoi Law on the extrajudicial restriction of access to sites with calls for inconsistent protests entered into force . According to the law, the decision to block sites is made by the Prosecutor General or his deputies. The leaders of the Prosecutor General’s Office report their decision to Roskomnadzor, who will direct the requirement to block the resource and remove undesirable information from it to the telecom operator, and he, in turn, will be a hosting provider used by the site. This order will allow you to block dangerous resources immediately, while current laws allow you to do this no faster than during the day.
Only after this, Roskomnadzor determines the hosting provider of the Internet resource, which contains illegal information, and sends him a notification about the need to remove it. The hosting provider must inform the owner of the information resource about the obligation to immediately remove the content.
