The decision to revoke the license of Ringkombank is due to its repeated violations during the year of the requirements of the law “On combating the legalization (laundering) of proceeds from crime and the financing of terrorism,” the regulator explains. This bank was also caught in carrying out “dubious operations to issue cash to clients - legal entities, individual entrepreneurs, as well as from the accounts of individuals,” the Central Bank said in a statement. The regulator estimates the total volume of such operations in 2013 at 6 billion rubles. “The bank did not ensure compliance of the Internal Control Rules in the field of combating the legalization (laundering) of proceeds from crime and the financing of terrorism with the requirements of the Bank of Russia, and also did not promptly send to the authorized body information about transactions subject to mandatory control,” the Central Bank said in a statement. ,

A temporary administration has been appointed at Ringkombank. The Bank is a participant in the deposit insurance system. According to the Central Bank as of February 1, 2014, in terms of assets, Ringkombank occupied 746th place in the banking system.

The decision regarding Sunzha Bank is due to the fact that this credit organization did not comply with federal laws on banking activities and regulations of the Central Bank. The bank “carried out a high-risk credit policy and did not create reserves adequate to the accepted risks for possible losses on loan debt,” according to a statement on the Central Bank’s website. Sunzha was caught carrying out large-scale suspicious transactions with cash, the total volume of which in 2013 exceeded 1.9 billion rubles.

A temporary administration has been appointed to the Sunzha Design Bureau. The Bank is a participant in the deposit insurance system. According to the Central Bank's assessment as of February 1, 2014, Sunzha occupied 858th place in the Russian banking system in terms of assets.

Payments to depositors of both banks will begin no later than March 10, the Deposit Insurance Agency reports. The DIA will select agent banks no later than February 28, Prime reports. The DIA does not provide an estimate of the volume of insurance payments. Insurance compensation is paid to each depositor in the amount of 100% of the amount of all deposits in the bank, not exceeding 700,000 rubles. The amount not compensated by insurance will be repaid during the liquidation of the bank as part of the claims of first-priority creditors.
