From our previous publications, respected readers should be understood that the focus of Dissernet’s attention is now not so much separate frauds, no matter how outstanding and famous they are and no matter how vivid colors their dissertation, how many kinds of facilities for the production of fakes and the interaction network that ensure uninterrupted operation of such plants. Unfortunately, according to Dissernet, one of the largest disserterege corporations in the country is the “leading university of the country” - Moscow State University named after M.V. Lomonosov. We have already touched on the theme of Moscow State University, now we will conduct a special analysis - as they say, by names, by points, by sections, with feeling, with a proper, with arrangement.
Several aspects of the involvement of Moscow State University and its divisions in Dissergate can be distinguished. We will consider them sequentially.
This story was already a little to be forgotten behind the prescription, and after all, in drama it is not inferior to many other disservice cases.
When the Ministry of Education and Science, under the leadership of the then deputy. In December 2012, Minister Igor Fedyukina began to work, it turned out that out of 25 dissertations of the first stage in eight cases the functions of a leading organization (according to abstracts) performed Moscow State University. The corresponding request was sent to the name of the rector of V. A. Sadovnichy , the answer to which came to the commission closer to the end of January 2013. In this response it was reported that Moscow State University has nothing to do with these dissertations, he did not perform the indicated functions and, therefore, the reviews of the leading organization represented by the dissertations are fake. However, it was not without interesting incidents. Firstly, refutations for unknown reasons were presented only six [1]. Is it from this that the reviews of Moscow State University for the two remaining works are dissertations by A. M. Vasiliev and I. B. Shilin [2] - real ones? And then the real detective turned around. One of these six, S. A. Fedorenko, deprived of the degree of Doctor of Sciences solely because of the allegedly false review of the IPPK of Moscow State University, sued the Ministry of Education and Science. The trial lasted several months. And although the examination confirmed the authenticity of the review [3], Fedorenko lost his case on formal grounds. We note a remarkable circumstance: at a special meeting in the Fedorenko case, organized by the Higher Attestation Commission in February 2013 (on the eve of the decisive meeting of the Presidium), representatives of Moscow State University did not appear [4].
But these eight names are by no means exhausting the list of interesting dissertations of the MPSU, dissolved as a result of the work of the Danilovsky Council. Among those who have MSU, and deprived of the degree of the candidate of sciences A.R. in May 2013, in the abstracts, as a leading organization. Akopyan, and R.T. Bikbaeva with I.N. Matveev, whose dissertations were also recognized as sub-submitted by Fedyukin’s commission, and other bright defendants in Dissernet [5-7].
But this drama with reviews is not limited to the Danilov Council. It was Moscow State University (again, judging by the abstract) was listed as a leading organization to protect the enchanting dissertation of S. L. Danilchenko in Astrakhan, in which it is generally difficult to find an independent place [8]. But there were still protection in Saratov [9] and RAGS [10-12]. And this is far from complete such a list.
A logical question arises: if these reviews are actually genuine, it turns out that Moscow State University has acted as a powerful roof for a mass of frankly fake work for many years. And if these reviews are really false, it is completely unclear why Moscow State University does not sue falsifiers for a large -scale undermining of his scientific reputation. Let us recall in this connection clause 9 of the proposals of Fedyukin’s commission from the “final report” [1]: “To recommend to organizations ... on behalf of which they were issued for the dissertations, to send the relevant materials to law enforcement agencies to consider the availability of grounds for initiating criminal cases.”
Many authors, scientific advisers and opponents of paradissions are employees of Moscow State University. In this list, in particular, the former director of the SUNC of Moscow State University A.V. Andriyanov and acting ISAA Director at Moscow State University and the scientific director of the faculty of global processes I. I. Abylgaziev, as well as former professors of the IPPK of Moscow State University V. A. Zmeyev ( by the way, a member of the Danilov Council) and A. I. Utkin [ 13], professor of the faculty of public administration (FSU) I. N. Lyglyaev ( see the previous issue of our rubric [14], as well as [15]), the former professor of the same Faculty of FSU M.P. Arakelov (supervisor Andriyanova) - it seems that the only one who was dismissed from Moscow State University due to dissertation scandals.
Despite the large -scale scandal, he continues to be the professor of FSU MSU [16] and Alexander Lvovich Kobrinsky. His own dissertation [17] has already been said and written (up to Wikipedia). However, at the FSU itself they conducted an audit and came to the conclusion that this dissertation is independent. This, in particular, was said by the TRV-Hawn in his letter to the dean of the faculty Vyacheslav Nikonov, adding : "... moreover, 4 more dissertations were written off from it." This, by the way, is true [18], but only for at least one of these written works - actor and model V.V. Severinko [19] - Kobrinsky himself was an opponent.
We emphasize that at least two of the pupils of A.L. Kobrinsky is deprived of academic degrees. It is very likely that among the summer deprivation (whose names the Higher Attestation Commission and the Ministry of Education and Science do not betray publicity), another student of Kobrinsky, State Duma deputy from the “Just Russia” O.K. Krasilnikova [20]. We also note that another ward of our hero, also a deputy of the Duma, but already from the LDPR, E.V. Afanasyev, is also the author of a written -off dissertation [21]. And how many again Professor Kobrinsky was an opponent of unambiguously false works? In the archives of Dissernet there are at least five such cases, from the already mentioned Severinkko and deprived of the candidate degree of A. M. Bodrov to the assistant professor of the Moscow State Pedagogical University A. A. Marineyk [22] and professor of the Moscow State Pedagogical University L. G. Ochakova [23], also exposed by the Fedyukin commission.

However, this is not all.
At the same department of political history, the faculty of public administration of Moscow State University, where prof. Kobrinsky, Professor Inna Yuryevna Kostyuchenko [ 24], who was defending, apparently, in the same Danilov council (the existence of an abstract of her doctoral dissertation does not even know the Russian Book Chamber) [25]. Note that Kostyuchenko and Kobrinsky had the same scientific consultant, professor at the Moscow State Pedagogical University Boris Vasilievich Levanov.

By the way, it was I. Yu. Kostyuchenko who was the opponent of defense, too, to put it mildly, not a completely independent doctoral dissertation of the co -author of prof. Kobrinsky I.V. Lebedev [ 26] - Deputy Chairman of the State Duma, better known as the son of V.V. Zhirinovsky. For more details about the Costuchenko Casus, see [27]. And here is an example of her scientific leadership [28], see also [29]:

It is very symbolic that this dissertation was on the topic of "public administration of scientific research." It is also significant that the defense of D. A. Nevzorov was not held at the MPSU, but to the Moscow State University itself, in the already famous council D 501.001.98. Thus, we smoothly approached the third aspect of our topic - "Moscow State University as a Fake dissertation factory." But this is the topic of our next publication, but for now it is possible to reflect on his leisure, why the aforementioned dean Nikonov already as chairman of the State Duma Education Committee in April 2013 called for “trying to start stopping this bacchanalia on charges of everyone and all the presence of fictitious dissertations, academic degrees” [30]. However, it has not yet been able to “start stopping”, although there really were attempts. Stay with a dissertation!
