Russia's officials are looking for more and more excuses for the anti -Sirot law prohibiting the adoption of Russian children by US citizens. The other day, the chairman of the Investigative Committee, Alexander Bastrykin, brought another murderous argument. It turns out that American adoptive parents are racists.

“They do not adopt their children,” Bastrykin said , “because these are the blacks basically. They do not want to take quietly into their families.”

Therefore, they say, the Americans are loaded on Russian orphans - because those with them are a white race.

According to the chairman of the Investigative Committee, there are about 130 thousand such unwanted black children in the United States.

The argument is not new. A year ago, he was operated on by the magazine "Expert". “Firstly, 60% of children in American orphanages are not children with white skin ... - his editorial article said in support of the anti -Sirot law.“ Hence the interest in Russia, because our country, along with Ukraine, is the main supplier of small white -skinned children. ”

The adoption of a child with a family of another race is by no means uncommon in the United States. It is enough to recall the many children's mother Angelina Jolie, who has six children, of which three are the adopted - Cambodian, Vietnamese and Ethiopian. Among international adoptions, interracial adoptions are 84 percent, within the country - 40 percent. The proportion of African -Americans among children adopted inside the country is 23 percent. It tells several stories of adoptive children, from whom the adoptive parents refused, but did not turn to the guardianship authorities, but found other families through the Internet who wanted to adopt the child. Although the Investigative Committee opened the case under Article 127.1 of the Criminal Code of the Russian Federation (people trafficking), there are no assumptions in the investigation that the children were sold: the new adoptive parents made out guardianship, and they, on the contrary, benefited in the form of tax benefits. A total of 26 such cases were revealed, including with three children from Russia. All children are now adults - presumably, vicious practice has remained in the past.

But fresh Russian data on secondary orphan. Of the 6.5 thousand children adopted in 2012, 4.5 thousand were returned to orphanages.

Last year, 205 orphans were recognized as victims of criminal cases in the production of the TFR. The crimes, primarily in relation to the sexual integrity of the children, were committed by adoptive parents, guardians, trustees, their cohabitants or members of their family. It is not uncommon for children to be transmitted to persons repeatedly convicted, including for crimes against the individual, that is, killers and rapists.

Not further than a month ago, Alexander Bastrykin himself spoke of this. He cited the general statistics of crime against children:

The investigating authorities of the Investigative Committee for 9 months of 2013 investigated about 13 thousand (12,767) crimes committed against minors, which is 24.2% more than in the same period of 2012 (10,277). Of these, 392 killings (13.6% more), over 1.2 thousand rape (55.5% more), and 3.25 thousand facts of violent acts of sexual nature (80.3% more).

*The federal law in question establishes, in particular, the dependence of the duration of the interrogation of a minor victim or a witness from his age. So, if the child is not seven years old, investigative actions with his participation cannot continue without a break for more than 30 minutes. In addition, the law provides for the right of a minor victim, in respect of whom a crime was committed against sexual integrity, a lawyer. The costs of labor paying such a defender will be compensated at the expense of the federal budget.

Criminal liability has been introduced for the illegal distribution of information in the media indicating the identity of the minor victim, or information about the suffering received by him.*

As you can see, there is no question of the prevention of crimes against children - the head of the powerful department speaks only of the rights of the victim. If the child, of course, survived.
