The government supported the package of anti -terrorism bills on limiting anonymous electronic payments, recommending to clarify some paragraphs of the draft law, RIA Novosti reports.

The State Duma Committee on the financial market made a number of comments in imprisonment for the draft law. In particular, the Committee notes that amendments can lead to a significant increase in cash calculations in Russia and the inability to serve non -penalized prepaid cards issued by foreign credit organizations.

The bill was submitted to the State Duma in January in the package of bills to combat terrorism. At a meeting on Wednesday, the Committee recommended that it be accepted in the first reading. By the second reading of the bill, the Committee proposed a number of amendments.

As explains the Cabinet of Ministers, the draft law proposes to introduce a ban on the transfer of electronic funds using an unsminified electronic means if the recipient of these funds is not identified.

"This norm will allow an idea of ​​the goals of the transfer of electronic funds by the recipient in accordance with the requirements of the law and retain the potential of services for the transfer of electronic funds for the development of non -cash calculations," the report said.

The Cabinet of Ministers recommended to clarify the definition of the term “spending of funds or other property”, as well as clarify the part on the ban on the use of non -penalized electronic means of payment in the form of electronic media issued outside Russia or a foreign financial institution. "Based on the foregoing, the Government of the Russian Federation supports the bill submitted subject to its refinement taking into account the above comments," the Cabinet concluded.
