Murmansk, the energy of energy and housing and communal services of the Murmansk region officially states that in 2013, the share of renewable revenge in the energy balance of the region amounted to 21.3%. Bellona decided to figure out where such fantastic indicators came from, which on paper brought the region to Russian leaders in pure energy.

This is, in our opinion, a crafty indicator as "the share of energy resources produced using renewable energy sources (renewable) and (or) secondary energy resources, in the total volume of energy resources produced in the territory of the Murmansk region." It is this indicator that is indicated in the long-term target program “Energy Saving and increasing energy efficiency in the Murmansk region for 2010-2015 and the prospect of until 2020” (No. 480-rop from 01.2012).
According to the Ministry of Energy and Housing and Public Utilities of the Murmansk Region, this indicator in 2011 was 21.1% and in 2013 - 21.3%.
Such numbers cause considerable surprise - a painfully high indicator against the background of available data throughout Russia. Recall that the Russian government planned by 2020 to achieve a share of renewable renewable in energy balance by a country of 4.5%, but, after a few years, adjusted the figure to more realistic - 2.5%. That is, in Russia, by 2020, about 2.5% of energy should be produced at the expense of renewables.
According to the state program of the Russian Federation “ Energy Efficiency and Development of Energy ”, published in April 2013, in 2011 the total volume of electric energy production based on the use of renewable power plants (except for hydroelectric power stations with a capacity of more than 25 MW) amounted to 8.4 billion kWh or about 0.8% of the total volume of electric energy production.
It is worth paying attention to the fact that the objects of hydropower with an installed capacity of more than 25 MW do not belong to the objects of renewable reinforced concrete. This is separately emphasized at the disposal of the Government of 08.01.2009 N 1-r.
Recall that in the Murmansk region there are 17 hydroelectric stations with a total capacity of 1588.8 MW and with a range of installed capacities from 11.2 to 268 MW. Their share in the energy balance of the region is about 42%. Of all these hydroelectric stations, there are only one - Kaitakoski with a capacity of 11.2 MW formally satisfies the requirement of “no more than 25 MW” and belongs to renewable renewal.
Other Energy Objects of the Murmansk Region, as the Kola NPP, the Apatitskaya and Murmansk CHPs do not fall into the category of “renewable energy sources”, so there are a hopelessly search for new “shares”. The total balance of the generating capacities of the Murmansk region looks like this: hydroelectric power station - 42%, nuclear power plants - 47%, thermal power plants - 9%, others - 2%.
Therefore, even if the Murmansk indicators according to the "share of the renewal" were considered taking into account the established capacities of the hydroelectric power station, then the numbers still do not converge.
“The share of the reneal” in 21% in the Murmansk region can be obtained in one case: divided the value of 42% (hydroelectric power plants) by two, ”jokes the head of Bellona -Murmansk Andrey Zolotkov.
“Let's count. The installed capacities in Russia at the beginning of 2014 - 226,500 MW. We take it roughly, the share of renewable renewable is approximately 1%, that is, about 2265 MW. The power of the energy system of the Murmansk region is about 3750, which means 21% of renewables is 787 MW. And we get that the Murmansk indicators for the “share of the VIE” make up almost 35% of the all -Russian figure. I have such a result, albeit very gross calculations, raises great doubts, ”continues Andrei Zolotkov. - Perhaps in our reasoning there are some inaccuracies, so we operate with the numbers of the installed capacities (MW), and not the numbers of electric energy production (kW ∙ h). But I am sure that this cannot lead to discrepancies ten times. I would like to contact the regional ministry with a question from well -known advertising: "Hanging licks in grams?"
“Bellona -Murmansk”, based on open data, independently calculated what the “share of renewal” was called in the regional government, and received very modest indicators, ”said Yuri Sergeyev, coordinator of projects for renewable energy.
According to him, the power of energy stations operating on renewable power plants in the Murmansk region is approximately 13 MW. Of these, 11.2 is the Kaitakoski hydroelectric power station. 1.5 - falls on the Kislogubsky tidal station. 0.143 MW and 0.205 MW falls on low heating and wind, respectively. Sunny panels installed as part of the implementation of the Russian-Norwegian project for the disposal of rites and the installation of alternative power sources on Russian lighthouses-about 0.023 MW. As well as combined windbreaker installations for taxophones of universal communication services - 0.025 MW.
“Based on these data, the share of renewable revenue in the energy balance of the Murmansk region is only 0.35% of the available capacities. Therefore, we would really like to understand how 21%counted. I will immediately make a reservation that we would be very happy if the share of renewables in the energy balance of our region, both in terms of installed capacity and in terms of electricity production, would indeed be 21 %. And the most interesting thing is that this figure, taking into account the potential of the region in the field of renewal development, is absolutely achievable, ”Sergeev said.
