The State Duma registered a bill for the annexation of Crimea, reports Ukrainian Pravda. The project was entered in the lower house on February 28, 15 reference books, led by the leader of the Duma party faction Sergey Mironov. Among the developers of the document is also Elena Mizulina. The next day, the bill was sent to the Duma committee on constitutional law and state building.

The current edition of the Federal Constitutional Law "On the procedure for adopting in the Russian Federation and the formation in its composition of the new subject of the Russian Federation", they propose to supplement the wording : "If it is impossible to conclude an international treaty in connection with the absence of an effective sovereign state power in a foreign state, obliged to protect their citizens, observe their rights and freedom that ensures the actual permanent and peaceful implementation of state functions, adoption of state functions, adoption in the Russian Federation as a new subject of part of a foreign state. "

The adoption of a new subject in Russia is assumed "based on the results of a referendum carried out in accordance with the legislation of a foreign state in the territory of this part of a foreign state, if the issue of its annexation to the Russian Federation received approval, or on the appeal of state authorities of this part of a foreign state."

At the same time, Crimea is openly mentioned in the explanatory note to the bill. “Self -determination (for example, the Republic of Crimea) can be expressed as a result of a referendum or other form of the will of the population of the relevant territory,” the deputies say in particular.

Meanwhile, there is no legal framework for a referendum in Crimea. In the final and transition provisions of the Law of Ukraine on a national referendum, it is determined that the law on local referenda has lost force. The Verkhovna Rada has not yet developed the new law on local referenda.

On the other hand, the illegitimate Crimean government of Sergei Aksenov stated that she did not raise the question of the transition of the region to Russia, but achieved only the expansion of autonomy rights.
