The Ministry of Justice suspended the activities of the Human Rights movement until August 10. This was reported by "New Gazeta" with reference to the press secretary of the NGO Igor Bakirov.
"The movement did not eliminate violations of the legislation of the Russian Federation specified in the warning of March 18, 2013 and the submission of July 16, 2013," the Ministry of Justice of February 28 said at the disposal of the Ministry of Justice, a copy of which came to the NGO office yesterday.
The head of the movement Lev Ponomarev said that the NTV crew immediately arrived at the office. According to him, the words of Ponomarev, they explained the decision of the Ministry of Justice by the fact that the "Movement for Human Rights" is a foreign agent. “This is a vile lie: we are not indicated in any paper,” said Ponomarev.
The Ministry of Justice really had, for example, to the Charter of the NPO, but mainly a formal nature, he said. “We explained to them that, of course, they are ready to make their edits,” said Ponomarev. “But you can change the charter only at the congress, which takes place every three years. And the last congress was in the fall of 2012.”
Ponomarev emphasized that the suspension of activity is not the same as the closure of the organization. The “Movement for Human Rights” will continue to protect the rights of citizens. In fact, the only real restriction: now the movement will not be able to conduct meetings, rallies and demonstrations, ”he noted.“ The Ministry of Justice and I communicate normally and I'm not sure that they are engaged. So, I think we will be able to find a common language. ”
On March 25, 2013 , representatives of the prosecutor’s office, the Ministry of Justice and the tax inspectorate came to the office of the Human Rights. They were accompanied by the crew of NTV. The employees of the movement demanded that the television people leave the organization’s premises. The movement also refused to provide documents for verification, explaining this by the fact that the planned inspection of the Ministry of Justice was carried out in February this year.
On June 21,the eviction of the SPF from the office he occupied in Maly Kislovsky Lane began. Police and the FSB officers arrived there, as well as the Chopovtsy, accompanied by the NTV film crew. The office was replaced by locks, turned off electricity and water. Human rights activists refused to leave the premises, most of them expelled by force. Vladimir Lukin, the Commissioner for Human Rights, arrived at the conflict, but he was not allowed into the building.
On the night of June 22, police officers and people in civilian clothes took the office storm and beat his defenders . Seven people turned to medical assistance, including Ponomarev and Yabloko leader Sergei Mitrokhin.
On June 23, five pickets were detained near the office at different times. On all of them, protocols under Article 20.2 of the Code of Administrative Offenses (violation of the order of the mass action) were drawn up in OP "Presnya".
The next day, Ponomarev was allowed to the office, accompanied by acting Head of the Moscow Property Department Natalia Sergunina. The human rights activist and his supporters were able to pick up personal belongings and property of NPOs and immerse them in a minibus.
On June 28, Ponomarev addressed the chairman of the TFR Alexander Bastrykin, Prosecutor General Yuri Chaika and Moscow prosecutor Sergei Kudeneev with a statement of crime in connection with eviction . The document lists eight corpus delicti, including abuse of authority (Article 286 of the Criminal Code) and arbitrariness (Article 330).
It was especially noted that "the use of physical strength was illegal, since the citizens who were indoors did not resist the exit and did not resist the special forces."
In August, the Moscow City Hall provided the Movement "For Human Rights" on Kalanchevskaya Street . The partners of the movement were also located there - the Foundation "In Protection of the Rights of Prisoners" and the Human Rights Organization "Hot Line", who previously divided the office with it in Maly Kislovsky Lane.
